Function & Issues Created to protect animals and plants involved in international trade (and in some cases prohibit such trade) Provides framework for member nations to implement domestic laws regarding the trade and survival of plants and animals Prevents trade of most extinction-threatened species and controls trade of others (minimizes harvesting of species to a sustainable level)

Regulation Once a member nation signs the agreement it pledges to carry out the laws and regulations set for by CITES Because enforcement is voluntary CITES is really only the foundation for regulation of the international trade of flora and fauna
