2 2 Local networks vis-à-vis CAI-Asia (1) Local networks are vital for the success and sustainability of CAI-Asia (Manila is too far away from the field) Local networks allow CAI-Asia to cooperate with stakeholders in Asian cities and countries in: Knowledge management Capacity building Policy formulation Project implementation Local networks facilitate the smooth flow of information from CAI-Asia to stakeholders in Asian cities/countries and vice versa

4 4 CAI-Asia Secretariat supports local networks either solely or with partner organizations –CAI-Asia Secretariat in overseeing role: China Project and Pakistan –CAI-Asia in partnership with others: Clean Air Network-Nepal Partnership for Clean Air, Philippines Vietnam (Swisscontact) Mitra Emisi Bersih (Swisscontact) CleanAirSL (USAID) Local Networks vis-à-vis CAI-Asia (3)

5 5 Local networks vis-à-vis CAI-Asia (4) Cooperation between CAI-Asia and its local networks is regulated through an MoU, which includes: –Joint Objectives –Joint Activities –Communication mechanism MoU’s are ideally accompanied by a Business Plan which specifies concrete joint activities. MoUs are ideally also accompanied by a financial plan which indicates how activities will be funded. Objective for 2005: MoU’s in place with Philippines, Nepal, Sri-Lanka, Vietnam, Pakistan, Indonesia and China

6 6 Communication CAI-Asia Manila – PCA (1) Communication between local networks and the CAI-Asia Secretariat needs to be a two-way process CAI-Asia regularly transmits information to local networks on: Training and funding opportunities as well news updates on AQM in Asia Networks send information to CAI-Asia on air quality levels, AQM projects, local network plans and news events

7 7 Communication (4) CAI-Asia listserv: Local network members can join in the regional email discussion group: CAI-Asia Listserv with over 700 members. To join go to http://www.cleanairnet.org/listserv A separate email discussion group exists for PCA. To join PartnershipforCleanAir- subscribe@yahoogroups.com CAI-Asia can set up national email discussion groups and help advertise these. Please contact CAI-Asia Secretariat

11 11 Knowledge Management: Process (2) CAI-Asia Secretariat will work with PCA coordinator on the redesign and restructuring of Philippines country pages to accommodate specific needs of PCA Local networks are encouraged to take “ownership” of the page and should periodically monitor the page if the information presented indeed depicts the current country/city situation Local networks will be asked to help gather updated information about AQM Documents in local languages are allowed provided they are in PDF format (with embedded fonts)

12 12 Capacity building (1) Clean Air Training Network for Asia (CATNet-Asia) is the training program of CAI-Asia. See for information http://www.cleanairnet.org/catnet Efforts underway to appoint full time coordinator for CATNet Asia at AIT in Bangkok CAI-Asia supports various regional and national training courses in which local networks can participate. –Emissions inventory training (Bangkok, and Bangalore) –Distance Learning Course on Urban AQM, Bandung, Hanoi, Manila, Cebu, Pune CAI-Asia Secretariat will assist local networks in following up on training activities by developing pilot activities

13 13 Pilot activities CAI-Asia provides support to Local networks through country-based projects–e.g. Proposed BRT pilot project in Manila CAI-Asia includes member cities and local networks in its regional projects, such as: – Public Health and Air Pollution in Asia, (PAPA) –Sustainable Urban Mobility for Asia, follow up to PSUTA project SUMA project will have funds for knowledge management, capacity building, networking, policy formulation, concept papers and pilot projects

14 14 Fund raising CAI-Asia assists local networks in fund raising: –Joint fund raising efforts of CAI-Asia and local networks to obtain core support as in the case of Shell for PCA –Project funding as in the case of BRT in Manila –CAI-Asia allows local networks to use the CAI-Asia “brand” to get sponsors for the local network operations and activities CAI-Asia provides list of funding opportunities on the Opportunities page of website so that local networks like PCA can submit their own proposals

15 15 Next steps in strengthening local networks CAI-Asia organized first coordination meeting of local networks in Bangkok, July 2005 One week coordination-training planned for November/ December 2005 for all local networks secretariats One additional week coordination- training planned for May/June 2006 Hands on assistance from CAI-Asia Secretariat in Manila

16 16 Local networks and BAQ 2006 BAQ 2006 will be in Yogyakarta, Indonesia – September 2006 Local networks are expected to: –Advertise BAQ 2006 –Assist in selection of relevant participants –Fundraising for participants –Provide country report on AQM to BAQ, including report on BAQ 2004 “commitments” –Contribute best practices for best practices exhibition –Develop follow-up mechanism for BAQ 2006
