FACTORS DRIVING REVENUES DO NOT CORRELATE TO POPULATION OR THE COST OF OPERATIONS Revenues are Driven by a Multitude of Factors Besides Cases. Many of which Do Not Translate into Increased or Decreased Costs of Operations Poverty Rates and Ability of Citizens to Pay Court Costs Number of Traffic Citations Level of Incorporation Crime Rate in Counties Type of Commerce that is Most Prevalent Rural or Suburban Areas Existence of Interstates, Highways Judicial Support for Collection Activities

In General, This is Not the Case In Fact, Funded Counties are Operating More Efficiently in Many Cases Per FTE Efficiency Measures for Funded Counties are Comparable and Often Lower than Surplus Counties Efficiency Measures Based upon Population Result in Lower Rankings for the Smaller Funded Counties Due to Economies of Scale ARE FUNDED COUNTIES LESS EFFICIENT?
