Others however, will be much larger and could require a fundamental reshaping and whole-scale restructure of the teams involved. Regardless of the scale of each review, these are uncertain times for everyone involved and we are working closely with our Trade Union colleagues to carefully manage each individual process so that any affected staff receive regular communication, updates and as much support as possible. “ 7 Sept 2015 Engagement and Communication

Serving the people of Cumbria Do not use fonts other than Arial for your presentations Staffing & Structure Proposals (1) Reduce the People Management establishment (inc HR & L&D) from 72 to 44 posts (28 post reduction) (39% reduction) Create two separate, but integrated services: People Management 22 Posts + Learning & Skills. 22 Posts Reshape to remove cost from deletion of vacant posts and VR’s 22 vacant posts 4 VR applications being considered Planned reduction in Externally Provided Workforce

Serving the people of Cumbria Do not use fonts other than Arial for your presentations Staffing & Structure Proposals (2) Learning & Skills Service brings together L& D Team with the Community Learning (formally Adult Education) into one service. Transfer the 10 posts from the Business Development Unit (Traded Services) into the new Learning & Skills Service. Transition in of Community Learning will bring forward 4 vacant posts. Resolve the 5 outstanding posts and staffing from Phase 1 of the Adult Education (Community Learning) review. Proposed changes could include changes in location for some posts within Learning & Skills (possible Carlisle to Penrith)

Provide strategic, high quality, consistent output to services. Develop effective tools, guidance, training to support customers. Support services via dedicated Business Manager roles. Strong consultancy and coaching approach. Reduced cost to contribute to Council budget challenge.

Serving the people of Cumbria Do not use fonts other than Arial for your presentations Assimilation & VR Approval Assimilation process will compare old and new roles to determine where direct appointments can be made Roles must be 75% match / substantially similar against each assimilation criteria Employees not assimilated to posts confirmed as ‘at risk’ of redundancy and are able to apply for vacant posts through the vacancy preference process All employees in scope will receive a personalised letter confirming the outcome of the process from 2 November 15: VR outcome Confirmation of assimilation Confirmation of VPP All letters personalised and issued via the Service Centre
