LOGO www.themegallery.com ثانياً : ميزانية الأداء ( البرامج ) تعتبر المرحلة التالية لتطور أشكال الموازنات لا يقتصر هدفها على الرقابة المالية على النفقات العامة, ولكنة يمتد ليشمل عنصر الكفاءة الإدارية في انجاز الأعمال يهتم بكيفية استخدام الإمكانات المالية استخدام رشيداً يؤدي إلى رفع كفاءة الأداء من خلال تحديد عناصر التكاليف المختلفة ووضع مستويات الأداء النمطية لكل نشاط من الأنشطة لكي يتم على أساسه تقييم الأداء الفعلي هناك بعض النشاطات الحكومية الغير قابلة للقياس بطبيعتها ( أعمال وزارة الخارجية ، وزارة العمل ) لأنها لا تتجسد في أشياء مادية ملموسة يمكن عدها وقياس كميتها ، كما إن تقييم الأداء الذي يتطلبه تطبيق ميزانية الأداء يثير كثير من المشكلات وعدم الاستقرار كل الأسباب السابقة أدت إلى ظهور نظام ميزانية التخطيط والبرمجة
