Context Legislative language that requires EEC to report on UPK and Mental Health initiatives, and Workforce Development System annual update Seeking also to provide an update on EECs 5-year Strategic Plan Report will be framed by the Boards Strategic Directions and Indicators of Success. Accomplishments of this past year and activities planned will be reported in this frame

Example: Strategic Direction: Quality Indicators of Success: MA QRIS has been developed, validated, funded and implemented with full involvement of EECs community partners and EEC staff Accomplished this year: Revised QRIS Standards to streamline and ensure evidence-based Planned for next year: Pilot of QRIS, which will position Massachusetts for the Early Learning Challenge Grant UPK system design has been finalized and full-scale implementation has begun. Accomplished this year: Awarded grants to 279 programs representing 469 classrooms/homes, serving approximately 6600 UPK children; Analyzed data from UPK Assessment Tools; UPK Program Quality Evaluation Planned for next year: Explore methods to link program to QRIS and go to scale. Continue to support programs to implement evidence based assessment and support individualized teaching. (Full details will be written about each accomplishment and planned activity in the report.) 5

Example: Strategic Direction: Family Indicators of Success: Early education and care services are delivered through a seamless system that is responsive to the needs of all families and provides supports and resources for transitioning children in and out of early education and care programs and services. Accomplished this year: IE Procurement, CFCE grant Planned for next year: Supportive and Special Populations Procurement Families of infants have access to programs and services that support the development of healthy attachment between babies and their primary caregivers and promote early brain development. Accomplished this year: Birth to School-Age Taskforce Planned for next year: Develop Infant Toddler Learning Guidelines (Full details will be written about each accomplishment and planned activity in the report.) 6
