Road Transport Vehicle Act This act is intended to improve the engineering technology in respect to ensuring the safety, environmental conservation and appropriate maintenance of road transport vehicles, and to contribute to the sound development of infrastructure projects, whereas it provides the authentication procedures for the ownership of such vehicles (Act No. 185 of 1951). This act provides the requirements to be satisfied by the structure of motor vehicles in order to achieve such objectives, as well as establishing the system of inspection and registration of motor vehicles so that they could be properly used. In order to maintain the performance of the vehicle structure including the safety, this act also includes the provisions to mandate users to perform the checks and maintenance of their vehicles. Furthermore, it provides the government ordinances, the ministerial ordinances, and the administrative notifications to facilitate the smooth implementation of this act.

DescriptionsInspection siteInspection cycle New vehicle Initial inspection for a new vehicle before it starts to be operated on road. For a type approved vehicle, it is not required to present the actual vehicle, if the vehicle inspection certificate (effective for nine months after issuance) is submitted. Transport Bureau branch of the registered address (the home ground of use) ― In-use vehicle Inspection for a in-use vehicle to be continued to be used after expiration of the current vehicle inspection certificate. For a vehicle that has gone through maintenance and checks by an authorized service supplier, it is not required to present the actual vehicle, if the vehicle inspection certificate is submitted. The nearest branch of Transport Bureau. Three years after the initial inspection for a new vehicle. After that, vehicles to undergo inspection every two years. With the aim to maintain the vehicle performance such as safety of the structure, users are required to have their vehicles checked and inspected on a compulsory basis. Specific requirements for vehicle services and maintenance are also provided.

7 Imported vehiclesDomestic production (1) Type Designation System ○○ (2) Type Approval System ○○ (3) Preferential Handling Procedure (PHP) ○― Certification system applicable to domestic production/ imported MCs The above system is not compulsory, so it is still possible to get a license plate issued for an individual vehicle unit in such cases as importing a vehicle for personal use. (4) User inspection system - Users can bring their own vehicles into an automobile inspection center to undergo the inspection. - For inspection items such as exhaust emissions that take time and effort, the examination is made to documents like a certificate of conformity and written test results issued by an authorized testing institute. (Explanation) (1) Type Designation System (for more than 250 cc) - For a vehicle type that has been approved under Type Designation System, one-by-one inspection of vehicle is exempted at the time of initial registration. - For both imported vehicles and domestic production, it is optional to be type-designated. However, for a vehicle listed in the Type Designation, it is no longer necessary for the actual vehicle to be brought in at the time of initial registration, if the vehicle inspection certificate is presented. (2) Type Approval System (for 250 cc or less) - It is optional to apply for and obtain the type approval. - The inspection system is not specified. In addition, it is possible to have a license plate issued, with or without the type approval. Without the type approval, however, the vehicle user is responsible for compliance with the standards. (3) PHP (Preferential Handling Procedure) for imported vehicles - This is a simplified, expedited system applicable to imported vehicles whose sales volume in Japan is small. The procedures have become more simplified when compared to those of Type Designation System, thanks to exemption of submission of sample vehicles and a fewer submission documents.
