1 Department of General Services Request to Advertise Instructions Revised 05/17/11

2 Registration Process

3 You must register to use this application (if you have already registered you do need to re-register). Go to the http://www.emarketplace.state.pa.us website and select the Admin Login Link to registerhttp://www.emarketplace.state.pa.us

4 Select Register Here if you are a new user

5 Create your own User ID & Password, Make sure you select Procurement in the Department Drop Down Complete all information and submit.

6 You will receive an e-mail with the subject stating Your request to access to advertise is approved within 5 minutes to 1 business day after submitting your registration You can now log in and use the online Request to Advertise Form.

7 Creating an Advertisement

8 Go to the http://www.emarketplace.state.pa.us website and select the Admin Login linkhttp://www.emarketplace.state.pa.us

9 Enter User ID & Password and select Log In

10 Select the Solicitations tab

11 Select the New Solicitation button to create new advertisement

12 ATTENTION: Agencies under the Governors Jurisdiction: If you are not using SRM to create an IFB, you MUST complete the waiver form for approval to bid outside of SRM. (complete steps in following slides)

13 Complete Justification Form and hit submit.

14 You will be notified via e-mail if this request has been approved or denied. If denied, prepare bid in SRM, if approved follow the instructions on the following slides

15 If justification is approved, go PA eMarketplace Solicitations and select log in If bid was created in SRM, go to PA eMarketplace Solicitations and select log in

16 Select the New Solicitation button to create advertisement

17 Complete all information and select Create Solicitation Button. Agencies not creating bids in SRM, continue to next slide Agencies that have created bids in SRM are done with their process

18 If you have submitted justification form and received approval type in password you received in approval e-mail and select enter password.

19 If password is accepted your advertisement will automatically publish.

20 If the Solicitation is solely for Small Business Reserve, place a check mark in the appropriate box. Upload files if you wish Select Print Solicitation to print your advertisement for future reference Select Save Solicitation

21 Editing or Changing an Advertisement

22 Go to the http://www.emarketplace.state.pa.us website and select the Admin Login Linkhttp://www.emarketplace.state.pa.us

23 Enter User ID & Password and select Log In

24 Select the Solicitations tab

25 Search by one to locate your solicitation advertisement and select search

26 Select Solicitation Number Hyperlink

27 Make necessary changes or add Flyer/Addendum # or cancel solicitation and click Save Solicitation.. Amended date will change automatically
