Responsibility for the decision  At country level, decisions are made by Representatives, who must be familiar with the guidance.  For HQ support, the EMOPS Director acts as the focal point and as the coordinator of all internal consultations, including with the OED, as necessary.  RD must be kept appraised at all times.  ED must green light any new engagement with an NSE, including any significant changes in the nature of an ongoing engagement.
