C. Responsibility for the decision At country level, decisions are made by Representatives, who must be familiar with the guidance. For HQ support, the EMOPS Director acts as the focal point and as the coordinator of all internal consultations, including with the OED, as necessary. RD must be kept appraised at all times. ED must green light any new engagement with an NSE, including any significant changes in the nature of an ongoing engagement. Decision to engage with NSEs
