9  all OP measures classified according to their performance (+/-/=) against three criteria:  appropriate implementation procedures  Fulfilled expenditure forecasts  selection of strategy-consistent projects  measures scores decided by OP MAs and discussed in workshops with representatives of CSF MA, central and regional evaluation units, independent evaluators SELF-EVALUATION OF THE ITALIAN OBJECTIVE 1 2000-2006 CSF (2)

10 Self-evaluation:  Reliable info, difficult truths, inexpensive, but info on results missing & good for internal use In-house:  quality, utility, timing, but costly External:  demand must be well designed  interactions needed between evaluator, planning administration and partners WAYS OF ORGANISING EVALUATIONS: HOW TO CHOOSE

11 Obtaining & using evaluations requires:  Identifying evaluation needs  Combining types of evaluation activities/ways of organizing (evaluation plan)  Good management of each evaluation (evaluation project) PLANNING EVALUATIONS
