6 STRATEGIC OBJECTIVES Positioning Freedom Park as a symbol of national identity by 2011 in seventy percent of the target groups; establishing mechanism to promote, protect and preserve indigenous knowledge systems by 2011; creating a conducive environment in order to attract, engage and retain effective knowledgeable talent, as measured by industry standards; manage Freedom Park as a financially sustainable and customer focused cultural institution; and mobilise institutions through active partnerships with continental and international institutions to emancipate the African Voice.

8 CONCEPTUAL FRAMEWORK FOR DESIGNING STRUCTURE Organisational design is the process through which meaningful hierarchical structures, decision centres or authority, information networks, process for coordination, and control, and governance systems are created to subdivide and group the essential tasks carrying the organization’s strategies. The main function of the organisational structure is to facilitate achievement of organisational objectives. Structure is a means to an end rather than an end itself. Structure is derived from the organisation’s strategy The nature and form of an organisation structure is determined by the organisation’s design philosophy.
