OPEN Intermediate Sanction Program Probationer commits violation and is brought before the Judge. Probationer volunteers to be placed in the program and is then reinstated on probation with the added condition of participation in the OPEN program. Probationers meet with their officers at least twice a month and are drug tested regularly in the office and their residence/treatment centers. Probationers that violate the conditions of OPEN are transported to Casa Grande Transitional Housing (CGTH) and remain there until the next available court date. Probationers at CGTH receive an intake interview/clinical assessment to gauge any biological, psychological and sociological factors. Those requiring in depth controlled substance counseling are referred to an Intensive Day Treatment (IDT) program. Some attend IDT while residing at their homes. Others, with a more severe addiction, are remanded to CGTH for 30 to 90 days and receive transportation to and from IDT. Probationers without substance abuse issues are assessed for employment opportunities, job training or continuing education. Probationers are given performance measures that must be met before the next court hearing or before permitted to leave CGTH.

PRIDE The PRIDE program provides pre-release and post-release assistance to inmates and felons. This holistic program incorporates intensive case management, transitional housing, employment training and placement, mental health services, substance and drug abuse counseling, mentoring, and other comprehensive transitional services. Two Job Trainer / Developers train individuals on basic job readiness skills and assist in securing employment. Assist offenders that fall into the “hard to serve and/or hard to employ” population. Reduce recidivism through successful employment. Job readiness training incorporates the use of the “Turning Point” curriculum. Vocational training consist of various vendors providing vocational training to the PRIDE participants. –Examples of some vendors used in the past are Alpine Steel and College of Southern Nevada.

CGTH CGTH is a Public-Private Partnership (PPP). Through this PPP, the skills and assets of each sector were shared in delivering this facility. Additionally each party shared the risks and rewards potential in the delivery of the facility. This significantly reduced upfront financial obligations and risk with no out of pocket expenses to the state until substantial completion. This is a substantial cost savings versus public works or government delivery vehicles (fast, efficient, accountable). Acquisition and construction costs were funded by issuance of certificates of participation as permitted by NRS 353.550. Title of land is held by the Division of State Lands which in turn enters into a long term ground lease with The Nevada Real Property Corporation (NRPC) NRPC leases the completed facility to NDOC. Lease payments by NDOC to NRPC are used to pay the certificates of participation and ultimately NDOC will own the facility.
