A.Scheme for Establishment and Strengthening of SIRDs and ETCs 28 SIRDs and 89 ETCs imparting training to RD functionaries, elected representatives of PRIs and community (BNVs, SHGs, etc.). Ministry releases grant upto 50% of recurring expenditure for SIRDs of Non-NE States and upto 90% for SIRDs of NE States; also 100% support for 5 core faculty of all SIRDs. Grant of Rs.20 lakh per annum per ETC towards recurring expenditure. 100% support for infrastructural development of SIRDs and ETCs. B. Organisation of Training Courses, Seminars and Workshops (O.T.C.) To provide financial support to programmes not covered by SIRDs/ETCs as part of their regular programmes. Limited to Rs. 3.00 lakh per programme

Implementation of the Alagh Committee recommendation. GIS based Infrastructure information of SIRD & ETCs: For development of basic infrastructure in SIRDs and ETC it was decided to develop a GIS based information of various infrastructure facilities in different institutes. NIRD can mentor this and keep the MoRD informed so that the critical gaps could be fulfilled. Bringing of ETCs under the administrative control of SIRD- for effective capacity building. Action pending with 6 states (Gujarat, Karnataka, Kerela, Meghalaya, TN & Uttarakhand). Grant of autonomy to SIRD : Action Pending with 8 states ( A.P, Jharkhand, HP, Orissa, Punjab, Telangana, UP & WB). Networking of NIRD with other Centres of Excellence in the country. Commitment received from 27 Centres. Will benefit NIRD & PR and the rural evelopment sector in a great way.

A Committee under the Chairmanship of Prof Y.K.Alagh was constituted to suggest restructuring of NIRD & PR. The key recommendations are: Academic curricula to be restructured to facilitate effective dissemination of knowledge and skill. The membership of Governing Council to be made more broad-based with more non-official members from institutions, other Ministries, Banks, Insurance sector and other SIRD’s. The establishment of new Centers on the basis of disciplines and applied areas. A Transition Management Committee has been constituted under the Chairmanship of AS (RD) to mentor the changes to be made in implementation of the decisions. Four TMC meetings were held so far for and the recommendations of the Alagh Committee are under implementation.

Fixing of Physical Targets of training for the year 2015-16. The tentative targets of 28000 have been fixed but needs rationalisation. Pending UCs are a major issue and the States/SIRDs/ETCs should expedite UCs to claim further instalments. Vacant positions of Core Faculty: There are 10 SIRDs which have vacant positions which need to be filled urgently. In line with the government's Digital India initiative under the e-basta scheme, the training material / books / case studies etc to be made accessible in digital form as e-books / e-documents to be read and used on tablets and laptops by the students and practitioners. Development of internet based online training course curricula for dissemination of knowledge to interested RD & PR functionaries and students.. Sharing and dissemination of best practices from across the country on a digital platform for effective dissemination. Devising unified training curricula for the RD & PR functionaries on the basis of Training Needs Assessment working in the states and the four Ministries.

Constitution of academic council for each SIRD. Devising HR policy for the core faculty for SIRDs on the basis of UGC norms. Assessment of Training Need in the field of RD & PR for the functionaries and elected representatives & formulating State Training Policy in consultation with NIRD. Data base of trainers to be compiled at the national level by NIRD & PR.
