Comparison of Twinning and Service Contract TwinningService Contract Partnership between public institutionsCooperation between a public institution in the BC and a private consulting company, sometimes MS public institutions are represented in consortia High level of political support. Awarded on the basis of the quality of the project proposal and based on a decision by the recipient institution / country Freely tendered on the basis of the quality of the project proposal and the costs for implementation Experts on both sides are familiar with day-to-day-work in a public administration - they must be employees of the provider institutions or recent retirees Experts are often free-lancers and retirees with less recent experience in the practical application of EU standards A Resident Twinning Adviser (RTA) is based in the premises of the beneficiary institution In larger projects a long term adviser is foreseen and necessary Single client principleSingle or multiple client principle
