160-5-2-.04 STATE SALARIES AND SUPPLEMENTS (2) REQUIREMENTS. Local units of administration (LUAs) shall pay to full- and part-time certified professional employees the salary prescribed by the state schedule of minimum salaries adopted annually by the Georgia Board of Education. 1. LUAs shall pay certified personnel based on the validity date of the individual's certificate within the contract year. 2. Personnel holding at least one valid professional certificate in any field shall be paid the professional salary at the certificate level held, regardless of the field of assignment, provided that a valid certificate is held in the field of assignment. Certificate validity, type and level are defined by the Professional Standards Commission..

Certification and Minimum Salary 160-5-2-.05 EXPERIENCE FOR SALARY PURPOSES. (1) Purpose. The minimum state salary of certified educators in Georgia is determined by the number of years of creditable experience earned and the highest level and type (provisional or professional) certificate held. Creditable years of experience represent the experience approved by the State Board of Education for advancement on the state salary schedule.

What is the Certificate Level? The level of certification recognizes the commission’s determined equivalent of an individual’s level of education. The assignment of a certification level is contingent upon: a valid certificate field being held; the degree being from a regionally accredited institution; and the degree and/or major meeting rules on acceptable credit and degrees. In some cases, the commission’s determined equivalent certification level may be equal to or less than an individual’s highest degree level. (For example: degrees with "doctoral" or "doctorate" in the degree title may result in a certification level of four, five, six, or seven. – See PSC Rule 505-2-.002.)Rule 505-2-.002

What is the Certificate Type Code? Certificates are organized by type according to the school personnel function. Certificate types include Teaching, Service, and Leadership; the type of certificate dictates in what capacity the educator may serve. Charter Waivers in CPI GaDOE codes for charter waivers to allow non-PSC data in CPI: New GaDOE “substitute” CertificateType Code for CHARTER CHW =GaDOE Charter School Waiver To be combined with: New GaDOE “substitute” Certificate Field Codes for CHARTER WAIVER 101 = Academic Major (Grades 6-12) - GaDOE Charter School Waiver only 102 = Course work (minimum of 21 semester hours)* - GaDOE Charter School Waiver only 103 = GACE - GaDOE Charter School Waiver only 104 = HOUSSE - GaDOE Charter School Waiver only Combinations of these codes will only be allowed for charter schools that have waivers.

Charter Waivers in HiQ New GaDOE/CPI Field and Type codes will transfer to the HiQ2 system These codes will only be available for teachers in charter schools with state certification waivers. A list of approved charters is provided by the GaDOE Charter Division Signing off on the HiQ2 system is the charter’s assurance that NCLB requirements of subject matter competency are met.

Impact of HB455/HB923 Excerpt from Ga Code 20-2-212 “… an educator's placement on the salary schedule shall not be based on a leadership degree…in conjunction with completion of an educator leadership preparation program approved by the Professional Standards Commission, unless the educator is employed in a leadership position as defined by the State Board of Education…” THIS YEAR: New CPI Report will allow districts to identify employees reported with leadership certification, but no leadership Job Codes, to assist with planning for future.
