In Japanese HE institutions, sufficient hardware and infrastructure were implemented but quality educational content had not been accumulated and reused yet. The recognition and actual usage of OER was very limited in Japan and less than 5% of staff contributed to the OER publishing in the survey participating institutions, most of which were advanced in this field as JOCW member organizations. The roadblocks of OER utilization in their teaching were not the lack of hardware and software but the lack of awareness, searchability and organizational supports and recognition. The HE institutions participated in OER movements because the OER publishing brought “to enhance university reputation”, “to enhance personal reputation” and “to share best practice”. They also expected “Awareness of the university OER repository and other OER repositories” and “ Fear over copyright infringement” to be the significant barriers for OER publishing in the institutions
