GEOSCIENCES CONSULTANTS sarl Paris, France Type of organisation: mixed group of partners : private, research, universities and NGO Specialising in: Assessment and mitigation All type of natural hazards and NATECH + cross approach between hazards More specifically: Geo-Information for Disaster Management, preparedness, mitigation In-house capacity: Staff of 5 / no. students : 1 Phd for 2006 TEWS Info Day, 31 Jan 2006, Paris

TARGET in TEWS: Extension of the TSUNAMICHAIN project Objectives : create conditions for optimal future behaviour of populations exposed to tsunami threats in case of alert or without alert Actions : partners and network Three French partners + French red Cross + Universities from UK, Belgium, France At least 20 partners supporting, India, Thailand, Indonesia, Sri Lanka Tools Psychosociological studies on victims of Asian tsunami in partnership with local partners (reaserch or hazard prevention, rescue or civil protection, NGO’s) with know-how transfer Web sharing of information, monitoring and exchange on various topics (not only alert but geophysics, sciences, evacuation, etc..) Map servers and data distributions Local micro-projects on alert and evacuation training in accordance with IOC actions Current activities : feasibility with support of FRC, contact and partnerships established Prototype web site and map server Targets : First step : experience to gain in Asia (Sri Lanka, India, Thailand, Indonesia) Expected extensions : operationalization of the concept on the long run (3 to 4 years) following development of alert networks translation for targeted population Geographical extension TEWS Info Day, 31 Jan 2006, Paris

Alert triggered at 15h59 UTC Example of survey using JRC travel time tool Good anticipation for alert start but alert cancellation may have been too early : Closed at 18:12 UTC when model predict possible arrival after 18:41

A MAP SERVER LINKED TO ALL DOCUMENTS : Here : comparison between buffer zone (100m, 200m) and real penetration inland of run-up on East coast of Sri Lanka. A WEB SITE Public : multi lingual information down to local decision makers and population Restricted : publication and assessment of data, project and information for collaborators A data base with publications and results, maps

Potential Interest/Contribution to TEWS Specific addressed Issues around Tsunami hazards theme by TSUNAMICHAIN : Identify and characterize coastal zones exposed to nea filed event out of scope for alert system ro with extreme vulnerability (few possibilities of refuge even with alert) - Explore alternatives Insuring that alert is correctly exploited by exposed population, find local referees (reception mode, acceptance, evacuation, false alarms repetition) Analyse process and efficiency of future alerts with an independent point of view Find out blocking mechanism for alert and evacuation Feed back from the field Introduce detailed run-up modelling or alternative approach for vulnerability assessment of “small targets” (minor cities, isolated industrial sites) where “heavy artillery” may not be justified or possible

Desired Level of Cooperation Willing to participate in: Partnership in a STREP or an IP – –Long term viability and extension of TSUNAMICHAIN And/or Wish to propose [STREP/SSA]: – –Completing the network and extending to Mediterranean and Caribbean regions
