Two Panels of Experts [PoE] Purpose: to provide independent, international expertise to the Rogun assessment studies in compliance with World Bank World Bank operational safeguards Selected, coordinated and funded by the World Bank 2

3 Objectives of the PoEs Key objective is to ensure international standards of design, risk evaluation and impact assessment, and build confidence in the quality and integrity of the assessment process and findings Specifically to: a)to ensure due diligence and international quality standards in the studies, including integration of international standards for data, methodologies, benchmarks for impacts, and design criteria; b)to provide high level and professional independent advice and guidance to support objectivity and credibility in the assessment process; and c)to share technical expertise and knowledge and so contribute to dialogue amongst Consultants, the Government of Tajikistan and riparians

4 Mandatory Qualifications of PoEs Internationally recognized International experience with large hydropower projects Practical application of best practice Independent of Central Asian or former Soviet Union

7 Panel Process Work program is organized around key study milestones and deliverables Each meeting will include relevant core members of the Panel and additional experts as deemed necessary by the Bank and Panel Chairs Meetings of the two Panels will occur at the same time, to the extent possible

8 Panel Process cont’d Meetings will generally consist of: a) Review of study documents (in advance) b) Dialogue with the project proponents and the authorized representatives of the Government of Tajikistan c)Dialogue with riparian stakeholders d)Additional activities as suggested by Panel members e)Panel deliberations and reporting Meetings may be site visits, video- or audio-conferencing Meeting agendas will be determined by the Chairs of the Panels, in consultation with the World Bank

9 The Panels and Riparian Stakeholders The Panels will work with the World Bank in planning riparian discussions Panel members will be directly involved in riparian discussions to: Share information on study outputs Provide insight on comparison with international standards Respond to and discuss technical questions Incorporate riparian input into guidance to consultants (at the discretion of the Panel) The Panels focus on the technical quality of the studies
