Endorsement in the respective institutions: Plenary Sessions, Councils, etc. Contracts by and between CTB and the operators. CTB as the issuer and manager of the Creditrans.

BILBAO MEETING / 26-27 APRIL 2007 THE CREDITRANS: LEGAL FRAMEWORK, DEFINITION AND SPECIFICATIONS Definition and specifications Pre-payment card or electronic purse of €5, €10 or €15 (magnetic strip). Multi-zone and multi-mode. No limitations or restrictions. Anonymous, not personalised. Different individuals. Several people together on the same ticket. Reduced prices: between 30% and 40% off occasional rate. Bonus for change of transport: 20% off total price of journey. Long duration: from date of purchase to 31/12 of following year. Sale: - transport network: automatic, manual, not on vehicle. - external network: newspaper stands, tobacco shops, ATMs. Consumption: transport network.

Removal of administrative, price and zone barriers, etc. Pay only for what you use. Travel alone or in a group using the same ticket. Can be used by various individuals since it is anonymous. Long duration to allow consumption. No loss of small leftover amounts or rights to change transport. Bus: several consecutive cards, extra ticket. Rail: purchase with leftover amount and change of transport. exchange: several cards with accumulated leftover amounts into one. Creditrans as a way of payment for park and ride. Validate when boarding and alighting. Sufficient balance required to pay for journey.

Ticketing systems with a capacity for: Reading and interpreting what others have recorded on the strip. Correct processing, applying established rules. Storage of information about sales and validations and remission to the CTB. Creditrans sales agent. Income from sales (operating). Receive the amount for the validations on their lines (mounthly). No. users x corresponding price, without the need for surveys or estimated calculations. Contact with user: exchanges, complaints, etc.

The Government keeps its capacity as regulator, administrator, inspector, etc. It also continues to govern and control the offer of services and their associated cost. Similarly, it maintains its zones and the table of titles and prices. It regulates the corresponding Creditrans prices. Deficit control. Establishes certain particular terms and conditions for the use of the Creditrans.

Receives the figures on sales, validations, changes of transport, travellers, etc. Obtains and pays the monthly settlement to each operator (clearing). Pays the costs of the services under contract: distribution, storage, cards, etc. Contact with user: exchanges, complaints, suggestions, faults, operating errors, etc. Prepares statistics and rule books. Reports to the various levels of government. Economically neutral for CTB.
