5 DGTREN Single European Sky is a Commission initiative – New EC Regulations include: The Frame work regulation, Functional Airspace Blocks (FAB) Interoperability Common Requirements for ANSP’s

6 SES Issues Charging; and Common Requirements for ANSP’s The Charging Regulation may see airspace charges applied to VFR & sub 2 Ton IFR flights? ANSP’s includes GA aerodromes;more regulatory compliance more costs

7 SESAME Single European Sky ATM for Europe. Or PPP of ATC across Europe. Tender out for definition phase approx 60 million Euros. Main bidder Airbus through 4 consortiums which IAOPA has agreed to sign up to airspace users. Work expected to begin in June / July. Our interest is mainly defensive.

8 Impact for GA More Regulation to comply with. Difficult for UK Government to consult at national level using existing systems. Little Parliamentary Oversight- high level discussion; Detail left to civil servants & the Devil is always in the detail- Probably additional costs!

9 2 Million Square Miles European airspace is approximately 2 million square miles. If an airliner fly’s in airspace which is equal to 200 Sq NM (plus 1000 feet above & below) Above FL200 approximately 5% of the airspace is used at any one time- i.e. approximately 5000 aircraft.

10 Capacity is not an overall airspace problem. Up to FL 195 High performance GA & AW Below FL 165 little CAT en- route traffic Below FL 150 GA VFR & IFR Some Military operations Military FL 195 Above FL195 No VFR is permitted unless the entire flight is coordinated with ATC Complex design structure below Fl195 Wide range of operational performance of GA aircraft Below Fl 100 TMA’s Below FL100 mainly GA & AW operations plus TMA’s Above FL200 mostly CAT operations & some Business aircraft

11 ICAO Classifications. Class C VFR as per Rule L2 in a Know environment above Fl165. Class D as per ICAO at or below FL165 for a known environment Class G as per ICAO for an Unknown environment. VFR operations: 80% piston engine - 80% piston engine - no icing protection - Oxygen & pressurisation. CURRENT Majorrestructuring Between FL160 & FL200 Some CAT operations Above FL195 Class C : Limited GA access as per Rule L1 CAT Ops Some high altitude GA GlidingGliding BallooningBallooning ParachutingParachuting FAB: Will accept GA? Outside of TMA’s Airspace Below FL 100 could be class G NEW Even if CAT ops double by 2020 it would only represent 10% of the total available enroute airspace above FL 200- The problem is: the Honey pots.
