Ohio’s ESCs employed 13,235 full- and part-time individuals in the 2008-2009 academic year (approx. 9,910 are full-time employees). This is an average of 236 employees per ESC. 6,581 are certified staff; 6,224 are classified staff. In the 2008-2009 school year, Ohio’s ESCs provided direct services to 226,943 students - many of whom are at-risk students. Other ESC programs and services also indirectly impact over 1.37 million students. In 2008, ESCs paid $17.4 Million into State and Local economies through payroll taxes. During the 2008-2009 school year ESCs hosted 8,074 different professional development activities attended by 258,617 total attendees. Out of 612 public school districts, 574 (94%) are state-funded members of an ESC. ESC funding comes from a variety of sources: Local (56%), State (19%), Federal (11%), Other (14%) ESC General Fund Revenue was $575,969,318.74 Total ESC Revenue was $1,094,005,695.23 20% of expenditures were directly targeted for specific school improvement related programs and services. Goal #2: Establish an Effective, Consistently Used System of Accountability and Technical Assistance for Ohio ESCs using a modified Ohio ESC Network Best Practice Expectations. Goal #3: Actively Advocate to Increase the Capacity of Member ESCs to Provide Cost-Effective, Quality Services. Goal #4: Build Strategic Partnerships to Advance OESCA’s Organizational Priorities and to Establish Recognition of OESCA’s Value by State Policy Makers, Allied Organizations, and Key Local and Regional Stakeholders.
