The Reality…. 3.5 million hand pumps in India and counting, 6,00,000 in Uttar Pradesh in last decade 88% of HHs in UP dependent on ground water Bundelkhand has sufficient rainfall, but the people have forgotten the conventional system of water conservation, causing the water crisis The O & M is very weak and the institutional delivery mechanism weakest UP has the highest lag time in repairs of HPs

The Idea Establish a technical centre Create a good team of highly skilled mechanics Stock necessary spares and tools Capacitate the mechanics to play multiple roles Create centre as a business model

The Aim To provide sustainable health and hygiene benefits to poor and marginalized residents of Jehanabad and Mahoba by improving the operations and maintenance of water supply systems

The Objective Improve operations and maintenance to ensure sustainable functioning of drinking water systems: WAI and its local partners intend to improve the ability of socially excluded people to access, operate, maintain, and manage drinking water services. Excluded people include scheduled castes and tribes, people living with HIV/AIDS, women and the disabled. Build the capacity of local community members: Support development of decentralized operations and maintenance programs via PPP Centers as a model for state governments to replicate and bring to scale. Build knowledge base in order to influence: Promote and disseminate best practices on operations and maintenance and advocate at multiple levels to influence the policies, practices and decision-making processes for ensuring sustainable access to drinking water.

Challenges Availability of private mechanics Availability of local spares at half the ISI ones in the market PRIs and linkage with private mechanics O & M centralised Dependence on PRIs for demand

Future Plan Advocacy at district and state level with sector players for decentralization of O & M Sustainability of the centres through marketing, increasing the reach and widening the services Showcase as a model to sector and government Scale up in nearby district in UP and in Jehanabad in Bihar

Impact The improvement in the repair and maintenance of handpumps is clearly visible after establishment of Samudaik Sahabhagita Kendra [SSK]. The overall functioning is also improved and response time in case of breakdown has reduced significantly. In 10 out of 11 Panchayats included in the particular comparison the maximum time of repair is 2 days. 94 percent of the total reported breakdown was addressed within 2 days time The improvement is basically due to establishment of a dedicated centre with required spare and tools and more specifically locally available trained human resources.
