1
New testing data on used oil New information on waste streams June 3, 2003
2
Four recent sources of UO data Vermont study Ecology transporter project Emerald Petroleum Settlement agreement Ecology used oil testing
3
Vermont study “Used Oil Analysis and Waste Oil Furnace Emissions Study” – April,1995 Does burning used oil in space heaters meet air quality and hazardous waste standards?
4
Vermont study slide 2 Emissions from used oil burning had elevated contaminant levels compared to burning No. 2 fuel oil Contaminant levels either met ambient air standards or were low enough that there were analytical detection and quantification problems
5
Ecology transporter project Sampling occurred in May, 2000 At the transporter facilities Samples were taken from used oil transporter storage tanks Unable to match specific generators to contaminants
6
Contamination frequently found Common contaminants were – Lead – Tetrachloroethene (aka perc) – Methylene chloride Ecology transporter project slide 2
7
Emerald Petroleum 21,000+ oil pickups made Nearly 8 million gallons of used oil collected 10 instances were subjected to closer analysis These 10 totaled 6,600 gallons – Automotive maintenance, auto wrecking yard, small aircraft maintenance, manufacturing plant maintenance shop, electrical equipment service, and small engine maintenance
8
Emerald Petroleum slide 2 All were investigated by Emerald and found to be legitimate, contamination through use. Small aircraft can still use leaded aviation gas, thus high lead levels in used oil Metals found: – Chrome, cadmium, lead – Arsenic tested for, but not found
9
Ecology sampling Collect oil directly from source Samples are still being collected Variety of sources Quick lube shopsAirport / small aircraft Railroad enginesCommercial truck engines Hydraulic systemsSmall engine repair / maintenance Marine diesel engines
10
Ecology sampling slide 2 Small sample set being collected Being used as a screening tool Data is not usable as generator knowledge When completed, results will be considered in light of other data
11
Ecology sampling slide 3 Tested for cadmium, chromium, lead, and arsenic – Some metals results are known – Small aircraft used oil is off-spec Lead: 2,210ppm to 4370ppm (totals) – No other sources are off-spec for metals so far Tested for Volatile Organics – No results from lab yet
12
What’s next ? Ecology used oil team will use data when re- examining used oil management Identify problems, propose solutions Team members are: Jim PearsonMichelle Underwood Tom CusackKerry Graber Tiffany YeltonJerry French Dave NightingaleVern Meinz Kevin Shanilec (EPA)
