3rd GA HFP, Research Community Workshop, Brussels, 6th October 2006 Scientific analysis Performance Durability testing Benchmarking … Creating the knowledge base for regulatory processes T. Jordan Forschungszentrum Karlsruhe Coordinator of NoE HySafe coordinator@hysafe.net

3rd GA HFP, Research Community Workshop, Brussels, 6th October 2006 Demonstration  JTI Safety Research Harmonisation of RC&S  HarmonHy Private “profit” Public “protection” communicate finance applied RC&S “enabling” delegate support safety relevant finance pre- normative delegate report product specific Interface Embedding research Research basis

3rd GA HFP, Research Community Workshop, Brussels, 6th October 2006 Interface “Research / RC&S” Safety side (HySafe WP16) Identify knowledge gaps that would require further studies prior to RC&S activities (pre-normative research) Account for the established processes of building new RC&S in these groups Promote consensus within EC on scientific / safety related RC&S aspects in order to strengthen the interest of EC via a consolidated voting Input consensual knowledge on scientific facts / hydrogen safety via active participation to targeted RC&S groups (ISO, IEC, UN ECE) If requested by other projects (HYAPPROVAL, HYCOM, HYGUIDE,…), review/discuss guidelines / safety reports produced by these projects Monitor and report on RC&S activities to the Research Maintain communication channels to all involved parties (HFP – CEN – CENELEC – ISO – IEC – EC – HySafe….) Long termed experience based activites Not Project but Institution

3rd GA HFP, Research Community Workshop, Brussels, 6th October 2006 propose to producers internally Gaps identification - definition of unresolved problem Scientific analysis Hypotheses - setting up a model Test - validate the model/benchmarking Theses - Apply model, “sell knowledge” or input to RC&S proposal or improvement Combustion properties of new solid storage materials? Design an appropriate test strategy Prototypical tests further benchmarks (involve externals or other tools) propose as standard test Example Application ?

3rd GA HFP, Research Community Workshop, Brussels, 6th October 2006 Main test requirements in H 2 & FC technologies Cost of FC per kW ? Safety ? pre-normative research Durability of FC or H 2 device ? new materials new operational modes new applications Interface “Research / RC&S” Product side (HySafe WP16) Performance test standard Durability test standard

3rd GA HFP, Research Community Workshop, Brussels, 6th October 2006 ∫ Creating the knowledge base for regulatory processes Knowledge consolidation Commonly coordinated/ research projects Collecting fragments Identifying gaps Proposing pre-normative research Dissemination Input to RC&S groups conference publication (journals, books) internet education & training all these processes need communication and integration to be effective collect address Reporting Feeding databases Interpretation Experience consolidation

3rd GA HFP, Research Community Workshop, Brussels, 6th October 2006 HySafe Safety Action Plan HSAP Development of safety procedures, standards, tools, skills in FP7 / JTI PSAP Template Best Practice Guidelines (Safety Handbooks) Interface to RCS Database HIAD Project HyP1 1) Propose Project Safety Action Plan (PSAP) 2) Initial PSAP evaluation 3) Event reporting 4) PSAP review 5) Final safety report Project HyP2 1) Propose PSAP 2) Initial PSAP evaluation 3) Event reporting 4) PSAP review 5) Final safety report Unique Safety Assessment Framework:  guidance  common “language”  exchange of experience  learning curve  demonstration of safety culture

3rd GA HFP, Research Community Workshop, Brussels, 6th October 2006 Benchmarking / Assessment frameworks Comparison of standards, safety procedures, tools, skills,… precondition invitation application results collection dissemination open (public reference) participant 1 …. results common comparison, evaluation report / sharing experience blind (unknown reference) pre-application / definition by external reference w/o reference with reference Uniquely standardised  common “language”  fair  validity of results  learning curve  demonstration
