3 Land and Planning Issues FRA’s mandate: Property size about 1000 sq.m Feedback from Planning dept City densification: size = 500 sq.m Objections based on this premise will in all likelihood be rejected What can we do? Continued vigilance, especially wrt removal of trees 3

5 3 Specific Feedback: Erf 49928 – 28 Fernwood Road: -Spelum approved subdivision subject to the outcome of the removal of restrictions application. Still have right to appeal. Erf 49943 – 23 Boshof Road: - Sub-division into 9 erven has been recommended for approval, interview coming up. Going to SPELUM tomorrow for their decision. Erf 49845 – Kirstenbosch drive (shop): - Application to rezone to special business - approved, with conditions. Appeals received. Council waiting for the applicant to comment on them before reporting to the Planning Appeals Com. Erf 157050 – 22 Orchard Heights: - Report still due re 2 dwelling units on 1 erf. Previous report to SPELUM withdrawn. New report based on new set of plans underway. Erf 49837 – 68 Riverside Road: - Report due on Bambino’s crèche – currently finalising for SPELUM.

15 Air Traffic Control Helicopter nuisance has not been much of a problem locally in 2005/2006. Problems are experienced by residents’ associations in the South Peninsula FRA has assisted S Peninsula to restart a multi-stakeholder process led by the City Council and designed to reduce helicopter disturbance. Particularly to stop the sole crossing of the Peninsula at Noordhoek / Fish Hoek. FRA has also commented on the new Provincial Noise regulations to enhance control over noisy light aircraft. 8

16 Kirstenbosch Annual meetings are held with BCRA, FRA representatives and Kirstenbosch The concert programme, parking and any other matter of mutual interest (e.g. cellphone masts) is discussed In 2005 there was a considerable improvement in the parking and traffic situation at large (and Sunday evening) concerts. We will again be meeting once the programme for 2006 is finalised. 9

17 Cellphone Coverage & Communications ADSL broadband internet connection problems in Fernwood were mysteriously solved by Telkom in the past year and homes that could not previously be connected now can be. Cellphone reception is still poor. One Bishops Court resident has given permission for an MTN mast to be put on his property but it will take another year or two for this to be functional. Negotiations with Kirstenbosch will see a Vodacom mast on top of the research building within a year. 10
