2 2 n Austria is a federal state consisting of 9 federal provinces („Länder“). n Vienna is both: Land („city state“) and municipality. It consists of 23 districts with their own councils. n The Viennese territory is completly surrounded by the Land Lower Austria. n Lower Austria‘s part of the agglomeration consists of approx. 60 municipalities belonging to 7 administrative districts. background territorial structure and constitution

10 10 n Cooperation and Intermediation  activating the cooperation and harmonization of the involved Lower Austrian communities and Viennese districts and the two Länder concerning regional planning matters as well as specific projects  mediating controversial cross-border issues n Plattform of Information  serving as a plattform for information about topics of regional relevance  organising sincere exchange of thoughts among the stakeholders with a fokus on establishing an all-inclusive vision of the agglomeration n Incentive and Management  designing solutions for cross-border challanges together with the stakeholders to create added regional value terms of reference Task Fields
