Status of Kitchen-shed Construction (GoI assistance)
GoI provided Rs Crore for KS in Primary and Upper Primary schools upto Rs Crore utilised for construction of KS upto 31st December, Remaining KS in schools are under construction with an expenditure of Rs Crore.

Status of Procurement of Kitchen Devices (GoI Assistance)
GoI provided Rs crore for procurement of cooking equipments/kitchen devices in primary and Upper Primary schools upto Rs crore has been utilised and procurement of cooking equipments/kitchen devices is completed in primary and Upper Primary schools upto 31st December, 2011. Procurement in remaining 1027 schools is under progress.

SHGs Model for Implementation at School Levels
In rural areas the women SHGs have been engaged at school level for over all implementation of the scheme. Priority has been given to SHGs of SC/ST, BPL & Mothers of Student studying in schools. Selection of SHGs by Gram Panchayat and appointment by CEO, Janpad Panchayat MoU signed with each SHG clearly defining their responsibilities Financial assistance from SGSY, & other related schemes for capacity building So far SHGs have been linked with MDM

Systems to ensure transparency and openness
1 Systems to ensure transparency and openness Records & registers are maintained at the school level with respect to foodgrain received and utilised, which is regularly inspected & monitored by block and district level officers. Cooking cost is directly released in the account of SHGs./SMCs The cash book and purchase register are regularly maintained by the implementation agency at school level. Self Helf Group (SHGs) or School Managment Cometti - (SMCs) under supervision of Gram Panchayat is responsible for implementation of MDM at School level. They ensures transparency and openness in their responsibilities.

Systems to ensure transparency and openness
The weekly menu, MDM logo & toll free number has been designed and painted on school walls. For procurement of cooking utensils, decentralized system has been adopted. For construction of kitchen sheds funds are being released to Gram Panchayat from district level. The supervision is done by Civil Engineers of Rural Engineering Service wing of Rural Development Department. Quaterly evaluation (April to June 1566, July to Sept. 4220, Oct. to Dec ) done in schools and strict action taken against the irregular implementation of MDM.

Best practices followed in the state
School Teachers gives attendance to SHGs before one day. Provision of tasting the food by School Teachers before the food is being served to the children. Mother roster has been prepared at school level for exclusive monitoring of the scheme by the mothers. MDM inspection register prepared at school level for taking corrective measures regarding the scheme. State has issued action protocol to address certain kind of complaints. Nagrik Toll free number established at State level for redressing of complaints/suggestion of districts. ANY CITIZEN OF THE STATE CAN REGISTER HIS COMPLAINT ON THIS NUMBER complaints has been registered at State level so far 2510 out of which complaints has been redressed in the year.

Steps taken to strengthen Monitoring
1 Steps taken to strengthen Monitoring Monthly Roster developed for District/Sub Divisional/Block level officers of concerned Depts for supervision in the schools - (submit report to Collector through CEO, ZP) Rigorous monitoring by Cluster Resource Coordinator (Jan Shikshak ) in their work area at lease once a month Review of reports by District & Block level Steering cum Monitoring Committee - corrective measures taken At district level 01 Task Manager and 02 Quality Monitor has been appointed for exclusive monitoring and they monitored in Schools at least 10 days in each month. Stronger monitoring is done by Gram sabha swasth gram tadarth samiti. State has given strict instruction to district for Primary schools providing 3 Chapati or 4 puri with the prescribed 100 gram Foodgrains and 04 to 05 Chapati and 06 puri with the prescribed 150 gram foodgrains in Upper Primary Schools .

Action Protocol State has issued action protocol to address series complaints immediately. District collector has been instructed sent report to State level within 24 hours. Registered FIR or departmental action for responsible person and due to this - 10 FIR has been Registered Due to irregular of Scheme 231 SHGs has been terminated. Departmental action against the 120 officers. Recovery of food grain and cooking cost from 17 SHGs.

1 Overall assessment and impact assessment & weakness of the programme The scheme has facilitated retention of students in the schools for a long a period. The scheme has played a crucial role in reducing school dropouts, especially among girls. Mid Day Meal scheme has played a significant role in bringing social equity .

GOI related issue As per GOI letter No. 13-1/ 2012-BP-II Dated Permission to use DCP (Decentralized Procurement scheme) stocks of food grains against allocation under MDM scheme is conveyed by department of Food and Public Distribution. Guidelines for decentralised payment of cost of food grains to FCI at district level is followed as per GOI letter No. F.1-15/2009-desk (MDM) dated Fresh necessary guidelines regarding cost of food grains payment and transportation cost is to be issued by MHRD.
