Cluster Level Compilation of school wise plan and onward transmission . Block Level Compilation of cluster wise plan and transmission to District level. District Level All the Block level plans are compiled and verified with the DISE and need based proposals are submitted to SPO.

1.4.MODE OF RELEASE OF FUNDS TO SMC For smooth and speedy progress of work the funds are released to the S.M.C through bank advice. Funds released in two phases i.e, 75% of the estimated costs to start up the work up to roof casting level and rest 25% is released for completion of work. Second installment is released only on receiving of utilization certificate from the SMC. Utilization certificates are prepared as per measurement recorded by block level engineers in the MB and duly check measured by District engineer there on. 2.1.CAPACITY BUILDING Construction manual (local language / graphical representation); Leaflets explaining construction specifications and procedures (local language), Training module revised; Regular Trainings are being imparted to SMCs & Engineers to familiarize the process of construction works through community, roles & responsibilities of SMCs & Engineers. Uniform UC format, Separate SMC training on accounts maintenance conducted by Finance Consultants

2.2.TRAINING AT GRASS ROOT LEVEL
Roles & responsibilities of SMCs & technical personnel Accounts management Choosing suitable plans Involving the community in engaging labours, buying materials & overseeing the construction Ensuring the quality of construction Post construction maintenance leading to sustainability A Documentary Film, some Training modules and leaflets prepared in local language. SMC TRAINING MASONS TRAINING Adopting cost effective technologies & Maintaining design specifications Manuals developed in local language- “Sikshya Needa”

2.3.BUILDING PLANS & DESIGNS
ANNEXURE-III 2.3.BUILDING PLANS & DESIGNS SITE SPECIFIC PLAN/ DESIGNS Site specific plan with a view for future expansion. Encouragement to use of local skill and materials for cost effective. Adoption of multi hazard resistant features. FLOOD: Fixing of plinth level basing on the recorded H.F.L. Stair case to the terrace of the school in areas subjected to frequent flooding. CYCLONE : Restricted openings & its placements EARTHQUAKE : Hazard zone maps available in the Vulnerability Atlas used to decide mitigation measures. Horizontal bands at plinth level & lintel levels and vertical reinforcements provided following Codal specifications to act as a box like structure 9

2.4.MONITORING AND SUPERVISION
Monthly Review Meeting held at State Project Office. Zonal Review meeting, comprising 7 to 8 district in each group is also held in every month by the State Project Engineers. Monthly Review meetings are held in District Project Office by the Collector-cum-Chairman. Weekly Review meetings are held in District Project Office of the technical personals. Meetings with SMC are also conducted by the technical personals.

2.5.THIRD PARTY EVALUTION The National Institute of Technology (NIT), Rourkela has been awarded to conduct 3rd party evaluation in 30 districts of Orissa. The evaluation work is in process.

3.1.Method of implementation of civil work at field level

3.2. ESSENTIAL FEATURES PROVISION OF ESSENTIAL FEATURE IN BUILDING
Drip Course, Plinth Protection, Rain water Drainage spouts etc. OTHER IMPORTANT BUILDING COMPONENTS Ramps with hand rail for CWSN students, fire fighting equipments are provided. ATTRACTIVE & LEARNING ENVIRONMENT Child Friendly Elements such as Swing, Slide, See- saw etc., In built learning components such as wall pictures, wall painting, grills depicting alphabets & numbers, Children’s chalk board, learning corners, verandah with a different get up etc.

3.3.QUALITY CONTROL MEASURES
Various tests for materials like cement, steel, bricks, fine and coarse aggregates are conducted before and during execution of work. Workshops & Seminars for updating the technical knowledge. Manuals & Leaflets are distributed among SMCs during training for dissemination of knowledge regarding quality.

4.1.CONVERGENCE WITH GOVT DEPARTMENTS
Convergence Programme : A number of convergence meetings are held with RD Department regarding provision of toilet and water supply facility to each school under the chairmanship of Collector. RWSS/TSC (Total Sanitation Campaign) have made a target to provide separate toilets for boys and girls in all school. The Technical personnel of RD & the SSA have constituted a technical taskforce for implementation of such programme timely and successfully.

4.2.CONVERGENCE FACTOR Convergence Programme :
ANNEXURE-III 4.2.CONVERGENCE FACTOR Convergence Programme : Toilet & Drinking Water facilities in Rural areas are executed through EE, RD. Toilet & Drinking Water facilities in Urban areas are executed through SSA Girls’ Toilet both in Rural & Urban areas is executed through SSA Executive Engineer, RWSS is one of the member of District SSA Committee. District Project Coordinator, SSA is one of the member of the TSC Rural Urban Toilet RD SSA Girls’ Toilet Drinking Water
