2 2 BACKGROUND

3 3 Contract EURid - EC 12/10/2004 “ EURid is committed to implementing facilities to register internationalised domain names IDNs as soon as possible. This will allow the use of characters other than ASCII and permit domain name registration in local languages. There is currently no internationally agreed standard for IDN but EURid technical staff will monitor the IETF working group on this issue. http://www.ietf.org/html.characters/idncharter.html As indicated in the Technical information, EURid registration systems can easily be adapted to handle IDNs when an international standard has been agreed.”

4 4 (7) The Registry policy should promote the use of all the official languages of the Community. (9) A Member State should be authorised to designate an operator that will register as a domain name its official name and the name under which it is commonly known. Similarly, the Commission should be authorised to select domain names for use by the institutions of the Community, and to designate the operator of those domain names. The Registry should be empowered to reserve a number of specified domain names for its operational functions. (10) In accordance with Article 5(2) of Regulation (EC) No 733/2002, a number of Member States have notified to the Commission and to other Member States a limited list of broadly-recognised names with regard to geographical and/or geopolitical concepts which affect their political or territorial organisation. Such lists include names that could either not be registered or which could be registered only under the second level domain in accordance with the public policy rules. The names included in these lists are not subject to the first-come first-served principle. CONCLUSION: need to update the basic regulation, and the list of reserved domain names. 7 7 Preparation: CENTR Survey CENTR survey 19.04.2006, 33 replies received Questions:  Is your registry offering IDN registrations?  Are you planning to implement IDNs in the next 12 months?  Which character sets do you allow? (e.g. extended Latin, or more)  How many IDN registrations do you have?  Did you have a sunrise period, and/or landrush period (first-come-first-served) when launching IDNs?

8 8 Preparation: IDNs Advisory Board  Perform a risk analysis, in particular in terms of liabilities and visibility  Deliver a recommendation  Propose viable alternatives if this is relevant

9 9 Preparation: Open consultation  Via www.eurid.eu from 14 January 2008 until 19 February 2008www.eurid.eu  The survey was available in 21 languages  430 stakeholders participated in the survey
