6 A development program designed to promote investment in human capital among poor families with 0-14 years old children. 4Ps aims to attain the MDG in achieving universal primary education, reducing child mortality and improving maternal health following the conditionalities provided in availing the cash grant for the qualified households beneficiaries. 7 The program was patterned from the conditional cash transfer in Latin America and African countries which were proven successful as a poverty reduction measure.
