PARAMETERS, STRENGTH & ISSUES FOR LOW PERFORMING STATE BIHAR AS ON 01.01.2012

Requirement of school infrastructure As per RTE act 2009 norms for school building are as under which are to be completed by 31.03.2013. All – weather building consisting of- At least one class-room for every teacher; An office-cum-store-cum-HM room; Barrier-free-access; Separate toilets for boys and girls; Safe and adequate drinking water facility to all children; A kitchen where mid-day meal is cooked in the school; Playground; Arrangements for securing the school building by boundary wall or green fencing; There shall be a library in each school providing newspapers, magazines and books on all subjects, including story-books.

The fundamental requirement of planning of school campus plan is missing. It has been left to Junior most functionaries with the result of haphazard growth of school campus The incremental planning should have been planned as shown. Issues

The completion rate is only 55% which is far below than the National average of 74%. More than 96627 spillover components (not including HM rooms, electrification, CFE and Bala element etc.) including large number of new PS, additional classrooms, are in progress or not started so far as on 30.09.11. Huge ACR gaps of 1.33 lakhs still exists against total of 3.08 lakhs ACR gaps in the country. State has large gaps in toilets for boys and girls, ramps, boundary wall/green fencing etc. The capacity building in 2010-11 for completion of ACR was very low. State completed only 12206 ACR. State has to coordinate effectively with sanitation mission in the State for completion of above mentioned gaps in rural areas.

The supervision structure at State level is weak and need to be strengthen for supervision monitoring and technical support. Organized supervision structure at block level do not exists. State has 6 districts which fall under earth quake zone V and 23 districts in Zone IV. The systemic requirements of maintenance of expenditure register, cashbook, daily cement register, site order book are not being updated and transparency is being completely ignored which is injurious for the quality control and financial management. Most of the ramps are not being constructed as per codal requirement. The required slopes of 1:12 is not being maintained. The railing is also not being provided. Plinth protection is not being provided in most of the schools. No SMC constituted at school level under RTE compliance. Technical resource support and field monitoring by State level team is lacking. Inconsistency in reporting of cumulative progress reports and AWP&B reports.

Civil works of AWP&B 2011-12 not started till 30.09.11. Need for reconciliation of physical and financial targets. SCR is 83 against average SCR of 31 and is highest in the country. Distribution of classrooms to be done judiciously to avoid excess classrooms in certain schools. 39,634 excess rooms available in various schools although there is huge short fall in ACR gaps. The State has completed up till 31.03.11 only 1,45,680 components against a Gaps of 3,73,902 components which exists as on date A question to ponder: How the State is planning to complete gaps of spillover and yet to plan of 3,73,902 component.
