The mission of scouting is achieved by  involving them throughout their formative years in a non-formal educational process  using a specific method that makes each individual the principal agent of his or her development as a self-reliant, supportive, responsible and committed person  assisting them to establish a value system based upon spirituals as expressed in the Promise and Law

5. The mission statement adopted in Durban  in Durban (1999), the world Scout Conference adopted a mission statement  result of a long collective process undertaken at the Oslo (1996)  in Thessaloniki (2002), a vision for Scouting was adopted based on the mission  The strategy is to implement the mission
