2. BRAC From the Baltimore County Perspective ► Strategy has been to promote Baltimore County as a location for businesses that need to service both APG and Fort Meade. ► Active participants in two major regional business marketing groups: Chesapeake Science & Security Corridor and Fort Meade Regional Growth Partnership ► Attend DISA, C4ISR, AFCEA and other events to promote Baltimore County as a business location ► Baltimore County BRAC Task Force: Formed an interagency working group that meets quarterly to provide up-to-date information on the BRAC rollout, as well as updates on the efforts of individual departments

3. Results so Far ► Telcordia, a global leader in communications software, is opening an office at the bwtech@UMBC Research and Technology Park. The company, which works with DoD at Fort Meade and APG, will employ about 50 people in the newest building on bwtech’s north campus. Telcordia is the first major company to establish a presence in Baltimore County as a result of BRAC. ► Funding support from OEA and CSSC has enabled Baltimore County to do an extensive analysis of the Pulaski Highway Corridor as a place for future BRAC-related and general growth and redevelopment. This work will be very useful as our new Economic Development Director begins to formulate business attraction and retention efforts in coming months. ► To date, not as many jobs and residents directly related to BRAC as had originally been anticipated. However, the County is ready to accommodate relocating families and new facilities as new contracts are awarded from APG and as employees continue to reassess the advantages of moving to Maryland.

4. Additional Federal Activities ► Baltimore County’s new Federal Initiative  Announced by County Executive Kamenetz on March 1  Purpose is to spur job creation and private investment in Woodlawn, leveraging the value of two key federal agencies headquartered there.  The Social Security Administration (SSA) and the Centers for Medicare and Medicaid Services (CMS) headquarters in Woodlawn employ nearly 16,000 people in Baltimore County, with related federal private contractors employing thousands more.  To encourage redevelopment of aging office parks and spur economic development, County has applied to DBED to designate a new Federal Center at Woodlawn Enterprise Zone  Department of Economic Development has dedicated staff to work with federal agencies, private sector businesses, developers and federal elected officials to attract additional federal contracts and facilities to Woodlawn.  County Department of Approvals and Inspections will fast-track permitting for major private development and redevelopment projects in Woodlawn's commercial areas.  The Security-Woodlawn retail corridor will be strengthened through the commercial revitalization program and transit oriented development at the four Woodlawn stations of the proposed Red Line light rail.

5. Cyber Activities ► In 16 months, the bwtech@UMBC Research and Technology Park has become a cybersecurity hub, adding 16 companies that are developing the innovative technologies and services needed to secure and protect computer systems. ► Northrop Grumman Cync Program  Unique partnership between Northrop Grumman and the Advantage Incubator@bwtech, with an eye towards developing technology to protect the nation from a growing range of cyber threats.  Competitive program: selected participants draw on UMBC’s extensive research resources and have onsite access to senior representatives from Northrop Grumman who provide technical and business advisory support to further the development and market readiness of company technologies.  Cync companies enjoy the same furnished, class-A office space and business support services that other Advantage Incubator companies have at no cost.  Two incubator companies -- Five Directions and Rogue Networks -- have been named the first two companies toparticipate in Cync. ► Two Centers of Academic Excellence in Information Assurance Education – Towson University and UMBC ► The Maryland Alliance for Information Security Assurance (MAISA) was formed by Towson University - to strengthen information technology security assurance programs in Maryland Community Colleges, Technical Schools and Universities, and to support Maryland’s efforts to develop Homeland Security initiatives through linkages between these academic institutions and federal, state and local governments.
