Cases, victims and perpetrators  From 2004 – 2009: 1,586 cases, 2,888 perpetrators, 4,008 victims ◦ 1,218 cases of women trafficking, 2,310 perpetrators, 3,019 victims; ◦ 191 cases of children trafficking, 268 perpetrators, 491 victims; ◦ 177 cases of both woment and children trafficking, 310 perpetrators, 498 victims. ◦ >60% of cases to China, 11% of cases to Cambodia, the rest to Laos, or through airlines, ships to other countries.

6 2. Reason  Objective: ◦ Economic status; ◦ Market economy and international integration; ◦ Drop-out children and crime.  Subjective: ◦ Education on traditional ethics and culture; ◦ State management, social management.

Law enforcement  Police, boder guards, people’s procuracy, people’s court  Prevention measuares: ◦ Propaganda, education in schools and communities, ◦ Rehabilitation, support victims for community re- integration, ◦ Implement National programme on poverty reducation, job creation, criminal prevention,...

Law enforcement  Report of DOLISA from 63 provinces, cities by May 2010: ◦ Returned women and children as oversea trafficked victims: 3,190 persons, including 60% self-returned, 25% rescured, 15% officially received. ◦ 2,532 victims have been assisted ◦ 1.037 victims have been financially assisted for community re-integration and vocational training from State budget ◦ The rest are in processing for assistance or they refused to be assisted.

Laws and policies of Vietnam  Decision 130/2004/QD-TTg on July 14, 2004 of the Prime Minister on approval of the National Program of action on prevention from and combatting with crime of women and children trafficking from 2004 to 2010.  In 2011, the Law on HTP was adopted by the National Assembly

International cooperation  Enhanced cooperation with international organizations (UNICEF, IOM, UNODC, UNIAP,...), other regional countries (China, Cambodia, Laos, Thailand)  Signed bilateral cooperation agreements with Cambodia (2005), Thailand (2008), China (2010) on HTP and prepared agreement with Laos  Ministries, agencies, localities have been cooperating with international organizations: UNICEF, UNIAP, IOM, ILO, WorldVision, Save the children, Asian fund…

13 1. Government chaired as State management on HTP. 2. Ministry of Public security  Focal point in the Government on HTP  Combat with crime of human trafficking. 3. Ministry of National defence  Chair to implement communication and mobilization for people in borderline areas, islands on HTP;  Take responsibilities on HTP in borderlines and the sea  Receive, support for victims as regulations

14 4. Ministry of Labour – Invalids and Social affairs  Develop and submit for approval on polices supporting for victims  Issue guidelines on measures supporting for victims 5. Ministry of Foreign affairs  Issue guidelines for oversea agencies of Vietnam to support Vietnamese as victims of human trafficking  Cooperate to identify and do procedures on taking Vietnamese to return home.  Cooperate with MPS and others for international cooperation on HTP.

Ministry of Justice  Monitor law enforcement of HTP  Issue guidelines on law education and dissemination on HTP  Manage marriage and adoption procedure on HTP  Issue guidelines on legislation assistance for victims of human trafficking 7. Ministry of Culture, Sports and Tourism  Issue guidelines on HTP in programmes on culture, tourism and family  Manage, issue guidelines, monitor and inspect on domestic and international tourism on HTP. 8. Ministry of Education and training  Issue guidelines on integrating HTP contents in schools activities at different levels, subjects; provide communication and education on HTP for students  Issue guidelines on creating favourable for students as victims of human trafficking to return to education, vocational training and community integration.

Ministry of Information and Communication  Issue guidelines for mass media and related agencies on HTP communication, giving information on HTP and its victims, advocacy on good models and persons, keeping secret of victims’ information. 10. People’s Procuracy and People’s Court  Timely and transparently jude cases on violation of laws on HTP  People’s Procuracy do statistics on crimes related to human trafficking

Local People’s Committees  Integrate HTP in local socio-economic development plans  Implement HTP  Allocate local budget for HTP  Do procedure timely and transparently cases on violation of laws on HTP  Create favourable conditions for victims to re- integrate in their community, facilitate counselling on HTP for local people.
