Preamble The Climate Change Adaptation through Disaster Risk Reduction brings in several opportunities and may able to turn disaster into opportunity by creating innovative growth paradigms. Green Growth is one such opportunity which could be facilitated using CCA through DRR. Thus, ensuring disaster risk reduction strategy is a part of broader economic and development policy in environmentally-friendly way.

Context and background Green Growth is a policy focus for Asia and the Pacific that emphasizes ecologically sustainable economic progress to foster low-carbon, socially inclusive development. Nearly a decade into the new Millennium and half a decade after Hyogo Framework for Action, Asia and the Pacific’s development and disaster risk reduction strategies have undergone several transitions and challenges. These challenges have constrained progress made towards the Millennium Development Goals (MDGs) and Hyogo Framework for Action (HFA) implementation, particularly regarding environmental sustainability and poverty reduction, across both middle and lower income countries of Asia and the Pacific region. In efforts to design a coordinated, regional response, ESCAP has been promoting the Green Growth paradigms in support of inclusive and sustainable development in the region.

Green Growth – Focus Areas of ESCAP Green Growth Programme has evolved to emphasize the Sustainable Livelihoods approach (SLA), a rights-based approach that recognizes the poor as a key stakeholder in the development process. To this end Green Growth encourages the use of participatory assessments, designed to include the concerns of vulnerable members of society in the policy planning and implementation cycle. Adopting this approach allows Green Growth to work towards win-win solutions: promoting the more efficient use of natural resources in ways that foster opportunities for inclusive, sustainable development. The Green Growth thus encompasses several common boundaries integrating DRR, CCA and environment-friendly development practices.

Steps Forward Awareness raising of policy-makers, practitioners and the civil society should be accelerated so as to enable the process of integration of CCA with DRR and development as Green Growth strategy and its implementation. It should also facilitate dialogues among different policy sectors, i.e. CCA, DRR and development sectors Develop national coordination mechanisms to link DRR and CCA in multi-sectoral development planning (e.g. interdepartmental and national consultation meetings with personnel from the fields of DRR, CCA and development) Conduct a baseline assessment on the status of DRR and CCA efforts to facilitate integrated approaches in development programming and investments to support green growth. Widespread knowledge sharing of technical tools which integrate DRR and CCA and Development (monitoring, EWS, information system) leading to green growth. Ministers at the 4AMCDRR to call on regional and national partners to promote more integrated approaches to DRR and CCA in support of green growth
