2 2 The Caribbean Community Climate Change Centre Endorsed by the CARICOM Heads of Government in July 2002 An intergovernmental specialized agency of CARICOM with an independent management that is guided by The CARICOM Council of Trade and Economic Development (COTED) on policy matters. A board of directors with responsibility for strategic planning. A technical secretariat headed by an Executive Director with responsibility for tactical planning. The Centre is mandated to coordinate the regional response to climate change and its efforts to manage and adapt to its projected impacts. The Centre possesses full juridical personality. 5 Caribbean Planning for Adaptation to Climate Change (CPACC) Objective: To support Caribbean countries in preparing to cope with the adverse effects of global climate change particularly sea-level rise, in coastal and marine areas, through vulnerability assessments, adaptation planning and related capacity-building initiatives. 1. Design and Installation of Sea-level Monitoring System 2. Establishment of Databases and Information Systems 3. Inventory of Coastal Resources and Uses 4. Formulation of Policy Framework for Integrated Adaptation Planning and Management 5. Coral Reef Monitoring for Climate Change Impacts 6. Coastal Vulnerability Assessment 7. Economic Valuation of Coastal and Marine Resources 8. Formulation of Economic and Regulatory Proposals 9. Preparation of St. Vincent and the Grenadines’ First National Communication

8 Special Programme for Adaptation Climate Change (SPACC) ● 2007 – 2011: Supports efforts by three island states (Dominica, St. Lucia, and St. Vincent and the Grenadines) to implement specific pilot adaptation measures addressing the impacts of climate change on biodiversity and land degradation; thus achieving a high level of integration between these Conventions at a practical field level. 1. Identify, prioritize and evaluate, and design appropriate options and measures that would address biodiversity and land degradation at the community level. 2. Support implementation of selected adaptation measures (on a pilot basis) in seven sites in participating countries to enhance the resilience of insular ecosystems under threat from climate change and land degradation 3.Develop National Sustainable Development Strategy (1 country) which integrates climate change, biodiversity conservation, and land degradation management within national development planning framework.

9 ENHANCING CAPACITY FOR ADAPTATION TO CLIMATE CHANGE (ECACC) PROJECT ● Caribbean UK Overseas Territories: Anguilla, Cayman Islands, British Virgin Islands, Montserrat, and Turks and Caicos Islands ● Project Goal: UK Overseas Territories (UKOT) in the Caribbean adapt to climate change and climate variability within the context of sustainable development ● Key Outputs: Public education and outreach (PEO) programmes developed and implemented; ● National capacities to undertake environmental monitoring, vulnerability and risk assessments in key environment and socio- economic sectors enhanced; ● National climate change strategies and action plans developed and implementation initiated; and ● Mechanisms for sharing information and experience established and functioning effectively

10 10 The Objectives of the Centre  Enhancing regional institutional capabilities for the co- ordination of national responses to the adverse effects of climate change  Providing comprehensive policy and technical support in the area of climate change and related issues and spearheading regional initiatives in those areas  Promoting education and public awareness on climate change issues  Facilitating regional consensus for negotiations related to the UNFCCC

11 11 The Centre’s Immediate Development Goals ● Completion of its Information Clearinghouse System  Technical Assistance for Project development and implementation provided by CDB. ● Operationalization of the Trust Fund  The associated legal document currently being finalized through a grant from the CDB ● Development of a Regional Strategic Plan to address the impacts of global warming and climate change ● Further Uncertainty Studies using the latest developments in regional climate modeling

12 12 Other Activities of the Centre ● Assessment of existing global circulation models for use as drivers in the development of regional models for application in the Caribbean. ● Development of economic assessment tools to assess adaptation measures. ● Promotion of regional symposia, workshops, and capacity-building programmes ● Climate change and climate variability vulnerability and risk assessment analyses in important socio economic sectors such as agriculture, water resource management, coastal zone management, tourism and health ● Develop portable LIDAR system for high resolution topographic and bathymetric mapping

13 Conclusions ● The CCCCC has been a success ● Private sector approach ● Access to politicial directorate ● Establish/link networks to share experiences and expand activities ● Have shared experiences with various EU Overseas Territories at workshops in Martinique and La Reunion. ● Develop ECACC type projects for other EU Overseas Territories and Departments
