1 Progress Report on NAPA preparation and implementation under the Least Developed Countries Fund (LDCF) 1 Cancun, Mexico November 30, 2010 Presented by: Dr. Bonizella Biagini

2 The LDCF: Main Features Voluntary Fund which supports the special needs of the LDCs under the UNFCCC Priority: Preparation and implementation of National Adaptation Programmes of Action (NAPAs) Unique features: streamlined project cycle balanced access sliding scale option LDC and LEG participation including training – 2

3 Financial status and funds available for implementation Currently pledged by donors to LDCF ≈ $313 million (including pledges at November 2010 Council meeting) With ‘equitable access’ modalities and projections for pledges over the coming year, this translates into roughly $8-10 million available for implementation pr. country. As of today, $154 million have been committed to 43 NAPA implementation projects in 38 countries. An additional $10.6 million was previously committed to NAPA preparation in 48 countries. – 3

4 NAPA Preparation Update Preparation of 48 NAPAs funded; 45 completed and published by UNFCCC Remaining 3 expected to be completed by the end of 2011: Angola (Q2, 2011), Myanmar (Q4, 2011), and Timor-Leste (Q4, 2010). Equatorial Guinea and Somalia yet to start

5 NAPA implementation update LDCF - Project status November 2010 Preparation of 48 NAPAs have been funded (45 completed and published by UNFCCC) 23 projects have been CEO endorsed: – Bangladesh, Benin, Bhutan, Burkina Faso, Cambodia, Cape Verde, Comoros, Congo DR, Djibouti, Eritrea, Guinea, Lao PDR, Liberia, Malawi, Maldives, Mali, Niger, Rwanda, Samoa, Sierra Leone, Sudan, Tuvalu, Zambia. Most of these have already started implementation on the ground. – 5

6 NAPA implementation update – Cont. LDCF - Project status November 2010 20 additional project proposals have been approved by the LDCF Council as meeting the eligibility criteria and is currently developing a full proposal for funding: – Afghanistan, Burundi, Cambodia (2 nd proposal), Ethiopia, Gambia, Guinea Bissau, Haiti, Kiribati, Lesotho, Liberia (2 nd proposal), Mali (2 nd proposal), Mauritania, Mozambique, Samoa (2 nd proposal), Sao Tome and Principe (2 proposals), Senegal, Tanzania, Vanuatu, Yemen. Many of these will move to the implementation phase in the first half of 2011. – 6

10 Pioneering Activities in Priority Sectors and Areas of Intervention 10 Food Security and Agriculture  drought tolerant fodder systems, seed banks, drought resistant crop Water Resources Management  rainwater harvesting, micro surface and ground water treatment facilities, underground screens to prevent groundwater seepage Disaster Risk Management  Integrated disaster risk management strategies, glacial lake outburst floods hazard zonation Community Based Adaptation  forest management, mangrove restoration, alternative livelihoods, strengthened animal health delivery systems Natural Resources Management  efficient wood management, ecotourism, fishing around mangroves, renewable energy use Health  climate change challenges incorporated into HIV/AIDS programs, use of medicinal plants to treat diseases Infrastructure  critical infrastructure (e.g. rain harvesting reservoirs), heavy infrastructure (e.g. heavy walls)

11 LDCF Project Examples Bhutan: Reduce CC-induced Risks from Glacial Lake Outbursts in the Punakha-Wangdi and Chamkar Valleys (LDCF) Adaptation Actions: – Increase disaster risk management capacity in affected valleys – Artificial lowering of water level in glacial lakes – Creation of an Early Warning System for glacial flashfloods Niger: Implementing NAPA Priority Interventions to Build Resilience and Adaptive Capacity of the Agriculture Sector Adaptation Actions: – Water harvesting techniques – Introduction of drought resistant varieties of local crops – Facilitation of food banks – Promotion of irrigation from the Niger River – Distribution of seasonal forecasts and extension services to farmers

12 LDCF Adaptation Strategy: Objectives 1.Reduce vulnerability to the adverse impacts of climate change – e.g. reduced risks to economic losses through implementation of adaptation measures 2.Increase adaptive capacity to respond to the impacts of climate change – e.g. within relevant development sectors and natural resources; diversified and strengthened livelihoods and sources of income 3.Promote transfer and adoption of adaptation technologies – e.g. successful demonstration, deployment and transfer of relevant adaptation technologies as defined under the Climate Convention 12

13 LDCF: Recent outreach activities GEF participated in 5 regional LEG training workshops on NAPA implementation during 2009 and 2010 and explained LDCF concepts to key technical stakeholders in each LDC The GEF has prepared a new paper, ‘Accessing resources under the LDCF’ (available on the GEF website) which explains key LDCF concepts and application procedures in a more accessible way. 13
