Criteria for Funds delivery of prevention and early intervention –children, young people, families (CYPFEIF) –adults, community capacity (ALEC) building parenting and family capacity and skills contributing to support for CYP to achieve their potential under the GIRFEC wellbeing indicators support to, and delivery of, lifewide, lifelong, learner-centred adult learning work with adult learners or with communities to plan and co-design learning or capacity building opportunities

3. Balanced portfolio for the Funds Parenting Play Early Learning and Childcare Children’s rights and wellbeing Support for looked after children Child and Maternal Health Youthwork Adult and community learning Reducing inequalities Tackling poverty

4. Core Funding 3 years infrastructure investment to support operation of a national organisation towards achieving core aims OR core funding of an established service offered by an organisation on a national basis that can evidence ongoing contribution to improving outcomes

5. Eligibility Charities, voluntary orgs, intermediary and member orgs National –4 or more LAs – automatic –1-3 LAs need to justify – make case for national significance or reach Activities proposed must fit with Fund criteria – improving outcomes is key

6. Essential activities Activities required to ensure SG key outcomes are met – within overall portfolio Any organisation can apply but must be able to evidence track record Assessment and scoring same as for general applications but will be weighted If more than one organisation applies the one which scores most highly will be funded

7. Finances General –We want to understand where the funding fits into organisational finances – what proportion, what other SG funding etc Specific –costs being applied for by year – can be different –Overall for vfm purposes and award value –Administrator will require more detailed information

8. Vision and track record What has your organisation contributed as a whole? How does your organisation’s activities fit with SG priorities and strategic direction? Has it delivered on outcomes in the past? What have you learned? Where is your organisation going?

9. Outcomes All funding should be able to demonstrate how it will improve things The guidance details how to think about what the outcomes for the funding are “intended effects or changes that will happen as a result of your organisation’s activities or service” Not about process or activity but what is the result –the ‘so what?’ point

10. Outcomes and activities Infrastructure –organisations will be expected to use the funding towards achieving their overall organisational outcomes –need to know broadly what money will be spent on –some examples of the activities this funding will support –Indicators that will let you know if you have achieved your outcomes –how this will be measured?

11. Outcome and activities Service funding –details including where it will be delivered –evidence of need is vital –organisations will be expected to detail how the service impacts on the outcome(s) –indicators and measures – how will you know whether your service is achieving your outcomes and how will you measure this –space available for up to 5 services

12. Monitoring and evaluation Overall rather than the specifics provided in section E Scrutiny is vital in ensuring organisations are delivering to the best of their ability Self evaluation is an important part of this – including completing the circle through improvement Involving stakeholders in the development of your work will be monitored

13. Partnership and collaboration Interested in all kinds of working together – want to encourage sharing and pooling of knowledge, resources etc We would like to know how the partnership or collaboration will work practically – financial arrangements will be finalise by the administrator Even organisations who are not working in specific partnerships will be expected to work collegiately

14. Decision-making 1.Sift –Basic eligibility 2.Shortlisting –Scoring 0-5 –Will be done by SG and ES policy officials Weighted elements –Is this an essential activity that must be funded? –Relevance – do the proposed activities fit with national priorities and outcomes –Value for money

Decision-making Shortlisting cont –Demonstration of need supported by evidence –Quality of proposal in terms what is planned –Plans for long term development/sustainability –Does the application give suitable consideration to equalities and wider vulnerable groups? Board –Consider those which pass shortlisting –Essential services and balanced portfolio

Value for Money Essential part of decision-making Efficient use of resources to maximum effect Will take a broad view across the application utilising several questions in the form Will take account of the additional costs that can be associated with working with specific needs – so long as these are explained and justified
