1 J Energy Access Committee: Recommendations June, 2014 New York

2 What is Access?  Access to what: electricity, clean cooking systems and mechanical power. No universally agreed thresholds.  Access for who: the unserved. Could be absolutely poor, poor or not poor. Live in urban and rural areas.  Access how: the committee focused on decentralized, off-grid, mini - grid and clean cooking elements of the access challenge. Access to energy Unserved – diverse income levels, energy needs and ability to pay

3 Access Committee Recommendations 1.Change the message. Energy is needed to reach all development outcomes. It can not be approached as a sector. Approaches must be holistic. Nexus issue are key. 2.Involve organizations from other sectors in the Advisory Board discussions to frame energy as the enabler of development. 3.Stimulate market research to gain more accurate information on the changing energy needs of poor people as they move up the energy ladder. Disaggregate the bottom of the pyramid.

4 Access Committee Recommendations 4.Promote policy and investment efforts for the universal adoption of clean cooking systems including switching to liquid fuels as core element of the access agenda. 5.Focus policy and programme attention on the specific energy needs of women, especially mechanical power and energy for productive uses. 6.Promote utility to utility support in the electricity industry to improve on grid solutions and off grid interface. Utilities can be important enablers of decentralized solutions.

5 Access Committee Recommendations 7.Promote national “energy councils” and SE4All Country Action Agendas that take a cross-sectoral and inter- ministerial approach to long term energy planning. These should not be sector plans. 8.Catalogue business models and success stories in off- grid approaches (including conventional energy, renewable energy and hybrid systems). Share what is known. 9.Innovate a new range of public-private business models for mini-grids to support mixed financing.

6 Access Committee Recommendations 10.Establish a new financing facility(ies) to support off-grid and enterprise based solutions for accelerating energy access to address capital scarcity for capacity building, technical assistance and investment along the business finance continuum. 11.Convene foundations as partners in the energy access agenda to focus on development objectives and the need for patient and high risk capital. 12.Extend the mandate of the Energy Access Committee to develop these priority issues further.
