Effects of the Fort Sumter attack In response to the fall of Fort Sumter, President Lincoln called for 75,000 volunteers to serve for 90 days in order to put down the rebellion. The southern states of Virginia, Arkansas, Tennessee, and North Carolina then joined the Confederacy. Delaware, Kentucky, Maryland, and Missouri were known as border states—slaveholding states that remained in the Union.
