2 Enhance the demand for sustainable products in Vietnam, Cambodia and Laos through supporting a more conducive framework of policies and incentives SPECIFIC OBJECTIVE Raise awareness and build capacity in the 3 project countries’ public sector on Sustainable Product Policies as a contribution to the development of related policies and institutional mechanisms Policy effort complements technical SPIN component

3 SPIN POLICY ACTIVITIES - National policy and institutional assessments to identify specific policy elements that encourage or facilitate promotion of sustainable products and options for improvement (3) - National awareness raising workshops on implementation of policy instruments as per policy assessment (3) - In-country SPP awareness raising workshops (3) -Support to development of national action plans

5 National Action Plan Vietnam - Based on inputs from “SPIN Policy Assessment and proposed measures” report which was the focus of December 2012 national workshop of government officials - Draft NAP to offer support to policy enhancement through recommendations targeting policy makers, national experts, and supporting training institutions - Key elements cover: -Policy priorities -Draft NAP (objectives, measures and targets) -Implementing arrangements -Monitoring and evaluation mechanisms -Communication

6 Outcomes of 13 November meeting Inter-ministry cooperation will be more effectively harmonized and strengthened with High level endorsement (e.g. at PM level) wherein lead Ministry is designated; representativeness of private sector and business organizations is involved; Strong implementation by individual agencies on existing policies; Alignment and prioritization among listed proposed activities (NAP) is necessary for resource allocation

7 Outcomes of 13 November meeting Scaling up of SPIN Project outcomes Review focus sectors to make them more relevant to local and societal needs (market demand, employment, cultural values, etc) Prioritize SPIN sectors to avoid scattering of resources; Involve state-owned businesses that operate in a wider scale and with high impact; Promote transparency in business; Recognition of market demand as a main driving force;

8 Outcomes of 13 November meeting Mobilizing and developing financial and human resources to operationalize innovation in industry and related phases of product lifecycle Expanding training and education through local Department of Industry and Trade Building capacity of private sector (B2B) and management/public administration Support information, education and awareness of consumers and producers and give attention to user’s accessibility Sourcing from existing MOIT, MONRE, MOF and LGU levels
