Standards around Europe Introduction to OCA (Germany) Introduction to UTMC (UK) OCA and UTMC in POSSE The future Contents 2

Formal SDOs CEN, CENELEC, ETSI – but also ISO, IEC, IETF, ITU... EC measures Directives (eg ITS, INSPIRE, EETS, PSI...) and regulation (esp air and rail) Projects Link from R&D to standards – eg DATEX, Transmodel... National, local, and industry “standards” A lot more informal – dependent on market for effectiveness Key criteria: market size, rate of legacy replacement, rate of technology change, level of policy support Standards around Europe 3

Key current frameworks 4

OCA - Open Traffic Systems City Association e.V. 15.03.2012 © OCA.e.V 2012 - www.OCA-eV.org 5 About the OCA  Registered association (e.V.  German law)  Members in Germany (30), Austria (3) and Switzerland (5)  DACH-market  Members commitment  to improve our efficiency through open interfaces and technologies as well as more competition in the procurement and operation of our systems  to simplify our tendering procedures  to encourage the direct exchange of information between municipalities on a national and international level  to concentrate our requirements profile so that we can face the industry in a stronger position  Two steps:  OCIT  OTS

OCA - Open Traffic Systems City Association e.V. 15.03.2012 © OCA.e.V 2012 - www.OCA-eV.org 6  OCIT ®  Open Communication Interface for Traffic Control System(s)  Realization of bi-directional data and communication concepts in supplier mixed systems for traffic control and traffic management which are  safe,  efficient, bi-directional,  conform to the state of the art (internet standard),  adaptable to the requirements of the future,  able to promote competition and  which lead to much lower prices than before About OCIT ®

About UTMC o A systems approach for roads ITS n Conceived ~1992, launched 1997, mainstream 2004  o Community-managed, national backing n Roads authorities and suppliers working together o A set of open standards and protocols n Non-mandatory n Focus on interfaces rather than functions n Created and managed by consensus o Policy neutral and technology neutral

Concept systems architecture

UTMC deployment Most UK roads authorities have some UTMC in their operational systems......but none have it all, and all have non-UTMC systems too

Current UTMC components o Access Control o Accident o Air Quality o ANPR o Car Park o CCTV o Detector o Environment o Event o Incident o Meteorological o Public transport o Roadworks o Traffic Signal o Transport Link o Transport Route o Tunnels and bridges o VMS o Ramp metering …plus Prediction, Profile, and a framework of “Support Objects”

New for 2014 o Emissions – new data object published o Open data publication – good practices o Remote monitoring – new MIB drafted o ANPR – test specification WG o VMS – move towards CEN TS16157-4:2014 o POSSE outcomes – eg on-street parking o Cooperative systems – framework o EC – Urban ITS Advisory Group o Future European projects?

OCA and UTMC in POSSE 14 UTMC Approach OCA Approach Good Practice Guide Transfer Sites Scenarios High ITS System Maturity Low ITS System Maturity Context & Objectives Plan UTMC GP’s OCA GP’s OCA GP’s

Two different initiatives, two different histories Eg role of suppliers, approach to standardisation, functional focus POSSE has been a two-way learning experience Not just a matter of geographical extension of UTMC/OCA work! Some things are repeatable Eg the open data agenda, urban-interurban links Some things are not repeatable National context, culture and legacy systems affect what is practical National coordination is important Always a role for national Government, city forums, and industry groups OCA and UTMC in POSSE 15
