Tier 1 - Classroom instruction This is balanced literacy instruction used in our classrooms.

Tier 2 - Small-group intervention Tier 1 assessments determine eligibility for tier 2 participation. Tier 2 is conducted out of the general education classroom / conducted by a reading teacher with extensive training in phonemic awareness, formative assessment, and the technology used to manage the assessments. More intense intervention lasting anywhere from 6 - 12 weeks. Phonemic awareness instruction.
6
Tier 3 –Intense, low student / teacher ratio Tier 2 students not demonstrating progress through phonemic awareness instruction. Very focused Instruction similar to reading recovery focus on reading strategies. Students would not be considered for tier 3 until they have demonstrated a lack of progress in tier 2.
