4 Have statutory weight through Localism Act. Set planning policies for development and use of land. Led by Parish / Town Council or Neighbourhood Forum. Involve the Local Planning Authority. Must conform with Local, National and EU Policy. Require community consultation, an independent examination and a local referendum.

5 CANCANNOT Shape & direct future development. Prevent any development from ever taking place in an area. Identify most suitable local sites.Block a specific development. Have statutory weight. Conflict with local, national, or EU policies. Encourage more development.Reduce allocated development. Identify key areas for protection.
