Morale, Welfare and Recreation The Marine Corps Community Services organization is committed to taking care of Marines and their families.

MCCS MISSION STATEMENT The MCCS Mission is to contribute to combat readiness through the personal and family readiness of our Marines and their families. MCCS maintains mission readiness through programs that promote the physical and mental well being of all members of the Marine Corps including active duty, reserve, retired and civilian. The programs promote esprit de corps among active duty members and their families, a strong sense of military community, and a beneficial quality of life.

MCCS=MWR+MCX MCCS is further responsible for providing a supplemental source of funding for MCCS programs (MWR) from the profits generated from its revenue-generating activities (MCX). Marine Corps Order (MCO) P1700.30 (our business plan) identifies those revenue- generating activities, which are authorized to be provided either through direct or indirect operations. Appropriated Funds (APF) APF are dollars that come from your taxes. Congress appropriates this money to Federal Agencies such as the Department of Defense Authority to obligate APF is regulated by the FEDERAL ACQUISITION REGULATIONS, referred to as the FAR.

Nonappropriated Funds (NAF) Earned from our revenue producing activities Since 1999, Congress tasked MWRs to operate like businesses. Inventory Payroll Expenses Profit. Profit is placed into quality of life programs for our service men and women of the Marine Corps, Navy and their families.

Authority to obligate MCCS is a Non-Appropriated Fund Instrumentality (NAFI) of the United States Government. As a NAFI, MCCS contracts are United States Government contracts; we can not obligate appropriated funds of the United States.
