4 NATIONAL STATISTICS COUNCIL - Consultative body for the coordination, monitoring and evaluation - of all statistical activities. - The CNS proposes general orientations for statistical activities - as well as the PNS. Composition - Balance between data producers and users - Producers: INS + main specialised SSPs (17/44) ● Private Sector (representatives from business) ● Universities and research centres ● Civil society and national organisations - Reports, Notes and Programmes submitted directly to the Prime Minister Mission - Users: ● Administration Functioning

Utility of the PNS ? In what way is the PNS truly integrated into the overall economic and social development strategy? 5 The PNS can respond to these questions and constitutes a tool for achieving these objectives: 1- PNS as Instrument for Statistical Coordination 2- PNS as Instrument for the Integration of Statistical Activities within the framework of the overall economic and social development strategy 3- PNS as Instrument for Dialogue and Coordination between Producers and Users 4- PNS as Master Plan for Improving SSPs and the Development of Statistical Activities 5- PNS as a Tool for Monitoring and Evaluation of Statistical Activities National Statistics Council 2007

6 1- PNS as Instrument for Statistical Coordination INS + 44 specialised SSPs propose to the CNS their programmes for the five-year period. Work Group + Roundtables + Plan Orientation Note Draft National Statistical Programme INS + 44 specialised SSPs prepare Annual Programmes taking the PNS into account Coordination Forms: - Institutional and Functional (CNS) - Technical (INS and CNS) - Internal, Intra-Ministerial National Statistics Council 2007

7 PNS must submit to planners and decisionmakers: - Upstream : Statistical Data for Decisionmaking - Downstream : Statistical Data for Monitoring and Evaluation Plan Orientation Note = Working Document for the PNS PNS covers (by law) the same period as the development plan Development Plan and PNS = same priorities and same objectives - Examples: - Employment - Monitoring Economic Situation - Knowledge Services and Economy 2- PNS as Instrument for Integration of Statistical Activities within the Framework of the Overall Economic and Social Development Strategy National Statistics Council 2007
