BUILDING STRONG ® Lowest Price Technically Acceptable (LPTA) Overview Separate Price and Technical Proposals, submitted as two volumes Government may award without discussions with offerors Items in Price Proposal Volume: Cover sheet, SF1442 and amendments, Pricing Schedule, Reps and Certs or ORCA, JV Agreement or Article of Organization for LLC, Bid Guarantee(Bid Bond) Detailed instructions are in the solicitation

BUILDING STRONG ® Lowest Price Technically Acceptable (LPTA) Overview Technical Proposal evaluated separately Price Proposal analyzed for reasonableness and balanced pricing Price Proposal may also be analyzed to determine whether it is realistic for the work performed and reflects a clear understanding of Govt’s requirements Source Selection Decision: The award will go the lowest priced offeror who submits a technical proposal that is otherwise technically acceptable (“GO”) when reviewed against all the Factors outlined in the RFP

BUILDING STRONG ® Small Business Subcontracting Plan for Large Business Subcontracting Plan will be required element for unrestricted acquisitions Follow the requirements in the RFP References FAR 52.219-8 Utilization of Small Business Concerns, FAR 52.219-9 Small Business Subcontracting Plan, DFARS 252.217-7003 Small Business Subcontracting Plan (DoD contracts) Proposed plan should state the proposed goals are “realistic, challenging and attainable.”

BUILDING STRONG ® Small Business Subcontracting Plan for Large Business Goals will vary by the nature and location of the work Army Corps of Engineers Small Business Utilization Subcontracting Goals for FY12 will be included in the solicitation Contractor should provide the research to support “their” proposed goals Goals are expressed as a percentage of the total planned subcontracting dollars under the contract and actual dollars corresponding to those percentages
