SB 4 (2013) enacted strictest regulations in nation: o Statewide CEQA review o Independent scientific study o New permitting process o Neighbor notifications o Disclosures o Well integrity testing before & after o Groundwater monitoring Policymakers can ensure local land use policies allow for responsible energy development Draw from SB 4 information for updates to general plans
