10 Access management strategy Access management  Focuses on ensuring the safety and efficiency of the road network, by requiring appropriate access to adjoining properties. The VicRoads Access Management Policy  Gives all stakeholders in the land use planning and development process a clear understanding of the matters which VicRoads will take into account when assessing applications for access.
