3 M&E on the CPDP Check To check: the progress of the achievement of goals and objectives by obtaining the data on the indicators Analysis To analyze: 1) Whether the level of achievement is appropriate at the time of M&E 2) The positive factors that contributed to the achievement 3) The negative factors that prevented the achievement from various perspectives Report To report: the plan for a remedial action or change of the indicators of goals and objectives against the low achievement and/or delay of the achievement

4 Common Report Format of the M&E (1) Chapter 1: Introduction This chapter contains the general information on the M&E such as schedule, organizations in charge, and method of data collection. Chapter 2: Achievement and Analysis The table of the M&E is attached in this chapter with the updated monitoring data of indicators. Along with the table of the M&E, the level of achievement is examined based on the data analysis. In case of stagnation or deterioration of the improvement against target indicators, the reason should be identified and be described clearly here. In case of excess against target indicators, the reason should be also identified and described here if possible.

5 Common Report Format of the M&E (2) (continued) Chapter 3: Recommendations (1 st -4 th year) If the achievement is very low, the recommendation should be made on how to address such a situation in one of the following three ways. 1) additional remedial actions; 2) indicator change; or 3) no action with a reason If the achievement is extraordinary high, the recommendation should be made in one of the following two ways. (Optional) 1) indicator change; 2) no action with a reason

6 Common Report Format of the M&E (3) (continued) Chapter 3: Conclusion and Recommendations (only 5 th year/final year) The summary of the overall achievement level of the CPDP should be here. If the achievement is below the target, the countermeasures to avoid such a situation in the future are recommended. If the achievement is much above the target, supporting factors are identified and the utilization of such factors in future planning is recommended.

7 Annual Report and Final Evaluation Report There are two types of report for the M&E: A) monitoring; and B) final evaluation. Annual Report (1 st – 4 th year)Final Evaluation Report (5 th year) Check the data of the respective years only. Evaluate the achievement of the respective years only. Check the data of 5 th year Review the data of 1 st - 4 th year. Evaluate the achievement of 5 th year. Evaluate the overall achievement of the five years. The purpose is to enhance the possibility to reach fixed target indicators by the end of the CPDP. The purpose is to grasp the actual status at the end of the CPDP and draw both positive and negative lessons.

12 Process of Indicator Preparation 1. For each goal and objective, try identifying one indicator that can represent the achievement level. 2.Define the indictor that includes necessary information. 3. The PWG checks whether any appropriate data for verifying the indicator is available. 4. If data is available, write the baseline data of the present year (or previous year). 5. If not, consider alternative data for verifying the indicator. 6. Fix target indicators, which the C/P would like to achieve within the period of the CPDP. 7. After filling out all present and target indicators, review them again.

13 Identification of Representative Indicators To measure the achievement level of goals and objectives in the table of the C/P development framework and M&E, indictors are indispensable. Even if we fix good representative indicators, they are useless without reliable data sources for verifying them. Here are a few reliable data at the C/P level. Sectoral Scorecards by the C/P Commune, District, C/P Profile Other sector data collected by sector departments
